Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Attica and Wyoming Correctional Facilities. The two prisons at Attica and Wyoming will be covered by one State Air Facility permit because they are contiguously located on the same property. The Attica facility fabricates and paints Corcraft metal cabinets and lockers. Its batch burn-off oven designed to remove dried paint off conveyor hooks is the only process emission source that requires permitting. This process source's emission limits are referenced under 6NYCRR Part 212 in the permit. The permit contains federally enforceable annual emission caps which limit the facility use of both distillate oil and natural gas in stationary combustion sources, and restricts #2 distillate oil to an upper sulfur content limit of 0.5% by weight. Such caps limit the facility's potential to emit (PTE) for CO, NOX and SO2 below Title V thresholds thereby eliminating the need for Title V permitting. Heating needs for both facilities are met by the operation of six dual fuel (natural gas and No. 2 fuel oil) boilers. The facility's three newest boilers require the 0.5% percent by weight sulfur limitation found in 40CFR 6.42c(d) NSPS Subpart Dc and this limit is included in this permit. The same sulfur limit also covers the limit found in 6NYCRR Part 277-1.2(a) that is a requirement for all the remaining older boilers. A permit condition will restrict the operating time of the turbine and diesel generators to under 500 hours each and they will be used for emergencies only. As long as the turbine generator is used for emergency use only it will be exempt from the requirements of CFR 60.332 Standard for Nitrogen Oxides found in Subpart GG - the Standards of Performance for Stationary Gas Turbines. In addition the diesel generators and the turbine generator will be exempt from permitting as per Part 201-3.2c(6). The application and Draft Permit are available for review at the Region 9 office of the New York State Department of Environmental Conservation. |
