Project Description: The New York State Department of Environmental Conservation (NYSDEC) has received requests to modify permits to operate air contamination sources for the following facility: Carrier Corporation — 7-312600018/00197 P.O. Box 4808 Carrier Parkway Syracuse, NY 13221 These modifications are being proposed by the permittee for the purpose of restricting the potential to emit volatile organic compounds (VOCs), nitrogen oxides (NOx), sulfur dioxide (SO2) and hazardous air pollutants (HAPs) from these emission sources, through (state and federally) enforceable permit conditions and limits which will "cap" emissions at levels which are below the applicability threshold(s) as specified in the following regulations: Title V (40 CFR 70) of the Clean Air Act Amendments of 1990. Any facility meeting the requirements to "cap-out" of 40 CFR 70, will be subject to all other applicable requirements of 6 NYCRR. The applicant(s) have agreed to permit conditions which will limit emissions of volatile organic compounds, nitrogen oxides, sulfur dioxide and hazardous air pollutants, through restrictions on one or more of the following: quantity of VOC containing compounds utilized, production throughput (quantity), quantity of fuel burned, sulfur content in fuel, and hours of operation (daily, weekly, monthly or annually). The permittees will be required to maintain records, and report this data to verify compliance with permit conditions and limits. The permits, with conditions are available at Region 7 Headquarters.
