Project Description: The applicant proposes to restore a freshwater marsh in Seton Falls Park. To restore the marsh, invasive plants that dominate the area will be removed through mechanical methods, including the excavation of fill sediment. Stream banks and soils will be stabilized using erosion control materials. Native freshwater wetland plants will be planted. Restoration of the marsh will improve water quality in the Hutchinson River/Long Island Sound watershed by filtering non-point source pollution. The marsh will enhance storm water sequestration rates, improve wildlife habitat, and increase biodiversity. The restoration will improve breeding and migratory habitat for many bird species, including marsh wrens and green herons, and for aquatic invertebrates that require slow moving water in order to complete their breeding cycle.The project site is located in Seton Falls Park in Bronx County. The site is bounded by Baychester Avenue, Crawford Avenue, and Garrett Street. |

Project Description: The Department has prepared a draft permit and has made a tentative determination to approve this application. The existing electric and steam generating facility is located at 850 12th Avenue, New York. The facility operates two 805 MMBtu/hr boilers, three 180 MMBtu/hr boilers and one 220 MMBtu/hr combustion turbine. The boilers burn residual oil as well as natural gas. The combustion turbine burns distillate oil. The facility's emissions exceed the major source pollutant thresholds listed in 6NYCRR Subpart 201-6 and, as such, the facility is subject to the provisions of Title V. The facility's emissions of nitrogen oxide are averaged with other facilities owned by Consolidated Edison, according to a system-wide averaging plan approved by the Department, to verify compliance with the provisions of 6NYCRR Subpart 227.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |
