Project Description: The project involves a subdivision by lease and a new commercial use on the leased parcel. The subdivision involves the lease of a 1.88 acre parcel to Beaver Brook Outfitters. The project site is a 25 acre parcel located on the west side of the Hudson River. It has about 2,800 ft. of frontage on the river. Beaver River Outfitters proposes to operate a canoe/kayak and supply rental business on the leased parcel. The proposed business will operate seasonally (i.e., Memorial Day to Columbus Day). Two 10 ft. x 16 ft. storage sheds, a boat storage area and a parking area for 40 cars are proposed to be located within an existing field adjacent to the river. One 4 ft. x 8 ft. sign will be located adjacent to Route 418 at the existing entrance road to the leased parcel. The project site is within the "river area" of the Hudson River, where the river is designated a Recreational River by the NYS Wild, Scenic and Recreational Rivers System Act.

Project Description: Applicant proposes to install a subsurface water intake pipeline through a 3 foot wide linear wetland adjacent to the shoreline in order to draw water from Lake Placid for use in a 6" dry hydrant for fire protection and a 3" pipe for irrigation. The trench through wetlands will be made using hand tools in dry weather conditions. The 100' long trench will be dug and backfilled on the same day. Wetland topsoil and vegetation will be stockpiled and reused to backfill the trench.

Project Name: NYS Department of Environmental Conservation - Tupper Lake Boat Launch Site

Project Description: The project is the reconstruction of the state boat launch facility on Big Tupper Lake. It includes a regulated activity involving wetlands (i.e., the removal by dredging of 128 sq. ft. of a shrub wetland). The dredging will remove about 663 cubic yards of material, including silt that has accumulated within the existing launch area, a concrete pier, stone rip-rap, and the small shrub wetland. All of the proposed dredging is located within and adjacent to the existing launching ramp. Other aspects of the project include the construction of a separate car top, handicapped accessible launch area, the reconfiguration of the parking area, realignment of the entranceway; landscaping; docks; reconstruction of existing bulkheads; and improvements to the existing sanitary facilities. The project site is a 2.3 acre parcel of property located on the north side of NYS Route 30 in the Town of Altamont, Franklin County.


Negative Declaration

Essex County - The Town of Keene, as lead agency, has determined that the proposed East Branch of the Ausable River Restoration Project at Rivermede will not have a significant adverse environmental impact. The action involves the restoration of 2,900 linear feet of the river in a manner that provides a stable channel with protected banks and restores a riparian buffer. The project is located on the east branch of the Ausable River starting 100 yards downstream of Beede Road to a point 2,900 feet downstream.

Essex County - The Adirondack Park Agency, as lead agency, has determined that the proposed Local Land Use Program Approval will not have a significant adverse environmental impact. The action involves the approval of Town of Chesterfield Local Land Use Program by the Adirondack Park Agency pursuant to Section 807 of the Adirondack Park Agency Act. The project is located in the Town of Chesterfield.

Notice of Extension of Comment Period on Draft EIS and Public Hearing

Washington County

Project Title: Smiths Basin Mine by Jointa Galusha, LLC

Brief Project Description: Substantially expand mining operations by developing a 190-acre rock quarrying and processing facility (Smiths Basin Mine Site) on a 1,300-acre site owned or controlled entirely by Jointa Galusha ("Jointa").

The Department of Environmental Conservation (NYSDEC), as lead agency, is hereby extending the comment period on the Draft EIS prepared for Jointa's proposed major expansion of its Smiths Basin Mine site (DEC Project #5-5338-00009/00001). Extension of the comment period on the Draft EIS is being provided in conjunction with NYSDEC's noticing of a Supplemental Notice of Complete Application, Notice of Public Hearing and Notice of Extension of Comment Period on Draft EIS for the project (see below). NYSDEC accepted a Draft EIS for the project on November 22, 2000. A Combined Notice of Complete Application, Notice of Acceptance of Draft EIS and Notice of Public Hearing was first published in the ENB on November 29, 2000. A separate Notice of Acceptance of Draft EIS and Public Hearing was published in the ENB on December 6, 2000. As provided in the Supplemental Notice, comments on the Draft EIS are requested and will be accepted by the contact person until July 26, 2001. A public hearing on the Draft EIS and associated documents will be held on July 16, 2001 at 7:00 PM at the Hartford Town Hall located in the Hamlet of Hartford, Washington County. Project Location: The project is located approximately 3/4 of a mile north of NYS Route 149, 3/4 of a mile south of Baldwin Corners Road and 3/4 of a mile east of the Champlain Canal, entirely within the Town of Hartford, Washington County. The project involves expansion of mining operations to include a 190-acre rock quarrying site on a 1,300 acre parcel of land owned or controlled by Jointa Galusha.
