Project Description: The applicant Horseshoe Lake Association proposes to control water levels in Horseshoe Lake for a period not to exceed 14 days. Water levels will be held below the control structure outfall at a level which will ensure no or minimal discharge from the lake. The draw down and water level control is a component of an aquatic herbicide application of REWARD (Diquat dibromide) for Eurasian water milfoil control. The aquatic weed permit application is pending with the Department, and has been processed in compliance 6 NYCRR Part 327 regulations. The herbicide application will not be applied within regulated wetland ST-1, or the 100 ft. adjacent area. The project site is Horseshoe Lake, south of Horseshoe Lake Road, approximately 1/2 mile from the C.R. 19B intersection. |

Project Description: The Department has received an application from the applicant for a modification to their Title V Facility Air Permit in order to allow the replacement of four existing boilers that burn sulfur containing residual oil with three new 25 MMBtu/hr dual fuel boilers that burn either natural gas or #2 fuel oil. The current Title V facility permit contains federally enforceable conditions that limit the facility's emissions of Sulfur Dioxide (SO2) and Oxides of Nitrogen (NOx) to less than 499,800 pounds per year each and these limits will not be changed by this modification. The application and draft Title V permit are available for review at the Region 8 Avon office and comments must be received within the 30 day period ending on the last filing date indicated. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In addition, the Administrator of the US EPA has the authority to bar issuance of any Title V permit determined not to be in compliance with the Clean Air Act or 6 NYCRR Part 201 . Following the 30 day comment period, the US EPA will have an additional 45 days to review the draft or modified draft permit. If the US EPA does not raise any objection in that time, the Department may issue the final draft permit as the Title V permit. |

Project Description: The Department proposes to issue an initial state facility air permit for the applicant's hot mix asphalt plant sited at the A L Blades gravel pit located on CR 65 in the Town of Hornellsville, Steuben County. The facility consists of one drum mix plant, one batch mix plant and the associated storage piles of aggregate material.. The applicant proposes to include federally enforceable permit conditions that will limit or "cap" the facility's emissions of the following list of air pollutants to below the threshold of major facility status applicability based on Title V of the Clean Air Act and 6 NYCRR Part 201: total Particulates, Oxides of Nitrogen (NOx), Carbon Monoxide (CO), Sulfur Dioxide (SO2), Hazardous Air Pollutants (HAPs), and Volatile Organic Compounds (VOCs). By accepting these state and federally enforceable limits, the facility will not be subject to Title V regulations. The applicant has agreed to maintain records that verify facility emissions during any consecutive 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verify compliance with permit conditions. The application and draft permit are available for review at the Region 8 Avon office.
