Project Description: Operation of a nuclear medicine pharmacy for the preparation of reinfusion devices (including syringes) for human medical diagnostic and/or therapeutic services. The devices consist of various radioisotopes which are dispensed to client sites (including hospitals and other medical offices) for use in the therapeutic treatment or diagnosis of medical conditions. Half-lives of the radioisotopes range from 6.01 hours to 3.26 days. All radioactive material is then decayed through a minimum of ten half-lives prior to certification as non-radioactive. The project would emit iodine-131 and xenon-133 to the air from a radiopharmacy fume hood exhaust stack. The syringes would be handled as Regulated Medical Waste after use and collected and returned to the PharmaLogic facility for ultimate collection and disposal by a permitted hauler and disposal facility. The facility has operated at the existing location at a lower level of operation and under other permits from other agencies for about a year. This proposal adds the loading of the syringes to the operation and the air emissions through the fume hood exhaust stack. The facility encompasses approximately 2,080 square feet of leased space located in an existing industrial park (address above) on the east side of Ridings Rd., south of Court Street in the Town of DeWitt, Onondaga County.

Project Description: The trail closest to the Lake is termed the Lakeside Trail and the trail system to the west of the Lakeside Trail is termed the Nature Trail. The project involves the improvement, via paving of the existing stone-dust Lakeside Trail from the parking lot at Long Branch Road to the terminus of the trail at the southerly most pedestrian overpass over Interstate 690. The Nature Trail will receive minor improvement including trimming of trees and shrubs and a segment (approximately 100') will receive 6 in. of gravel fill. Replacement of three culverts and two realignments will occur and paving of the parking area and improvements to the approaches to the Long Branch Road Bridge. Total impacts to wetlands are approximately 0.10 acres. The project site is located in a corridor extending from Long Branch Road on the north west side approximately 1.9 miles southeast along Onondaga Lake in the Towns of Geddes and Salina, Onondaga Counties. |

Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve the application for an existing facility NRG Oswego Harbor Power) located at 261 Washington Blvd, Oswego, NY 13126. The NRG Oswego Harbor Power facility primarily consists of two 7,840 mmBtu/hr fuel natural gas/fuel oil fired steam electric generating unit boilers (Units #5 and #6) and one 1,015 mmBtu/hr natural gas/fuel oil fired steam boiler (Unit #3). Facility operations and permit limits will not change as a result of this Title V permit. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The application and draft permit are available for review at the Region 7 Syracuse Office. Written public comments on the draft permit must be postmarked within 30 days of the date of this notice.
