Project Description: The Department has made a tentative determination to modify an existing SPDES permit to discharge 10,000 gpd of wastewater to the East Branch of Cold Spring Brook. The modification is to remove the disinfection requirement from the permit, remove fecal coliform monitoring requirements, make the sampling practice "grab" which is consistent with other facilities of this size, correct the dissolved oxygen limit to be a daily mnimum, include a daily maximum TSS limit of 10 mg/l, revise flow limit to require daily measurement and recording, remove phosphorous monitoring requirement, add temperature limit of 70 degrees and daily monitoring, and to include the Discharge Notification Act requirements to the permit . The facility is located at Route 8, town of Masonville, Delaware County. A draft permit is available for review at the Regional Sub-Office. SPDES #NY-0029955. |

Project Description: The Department proposes to issue a Title V Facility Permit for the application that was received from the St. Lawrence Cement Company for their existing St. Lawrence Company Portland Cement Facility located on the west bank of the Hudson River on Route 9W, Town of Catskill, County of Greene. This facility is a Portland Cement manufacturing plant built in 1966 and located on Route 9W, south of the Village of Catskill. This facility is classified as a major source, producing approximately 600,000 million tons per year of cement. The facility is on approximately 2248 acres of land which is on both sides of Route 9W. The 1200 acre quarry is located on the west side of Route 9W and the plant and landfill are located on the east side of Route 9W with the docking facility located on the bank of the Hudson River. The facility is a wet process Portland Cement plant utilizing a solid, liquid and gaseous fuel fired kiln. Limestone mined at the quarry is crushed and combined with other raw materials and water in order to form a wet slurry which is fed into the kiln. The slurry is heated in the kiln to produce clinker. The clinker is milled and blended with gypsum in a ball mill in order to produce Portland Cement. The cement manufacturing at the facility includes quarry operations, raw material acquisition, handling and storage, bulk material handling and storage, raw milling, kiln operations, finish milling, cement storage and loadout. The facility is subject to regulations 6NYCRR Part 201, 202, 211, 212, 220, 225, 40CFR Part 63, -Subpart LLL, and 40CFR Part 62 - Subpart F. It should be noted that this draft permit does not take into consideration any proposed changes which would take place in relation to any other proposed St. Lawrence Cement projects pending. A modification to this draft permit would need to be applied for in order to make those changes. The application and draft permit are available for inspection and comment at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |
