MRS Realty proposes a 24 unit residential condominium project to be known as Linden Homes on a 3.3 acre parcel located on the north side of Mine Dock Road at its intersection with Old Route 9W, Fort Montgomery. A central public water supply system is proposed for the development using two existing on-site wells, having a combined capacity of 40 gallons per minute. The units will be serviced by the Fort Montgomery municipal sewer system. Also proposed are the installation of sanitary sewer, water, and stormwater lines and catch basins within the corridor of an unnamed tributary to the Hudson River (Index #H-63), a Class B water body.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action. Mitigation measure required by the Lead Agency will modify the proposed action so that no significant adverse environmental impacts will result. A conditioned Negative Declaration is on file.
SEQR Lead Agency: Highlands Town Planning Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Town of Carmel, through its Water District #13 (a.k.a. Rolling Greens Water District) has applied for a Water Supply permit (WSA #10145) to take a supply of potable water averaging 12 gallons per minute (gpm) from 4 wells to serve 42 existing homes and the 9-Lot proposed Baldwin Estates residential subdivision. The Wells are numbered 1 through 4 and have rated capacities of 18.5, 8, 3, and 19.5 gallons per minute, respectively. Well #3, at 3 gpm, may not be used in calculating the safe yield of the water supply system but may be retained for use as a backup or auxiliary well. The 42 existing homes are located on various streets adjacent to Baldwin Estates and the wellfield is located in a lot set aside for water supply uses in Baldwin Estates. Both are located on Baldwin Place Road, in the Town of Carmel, Putnam County, NY.

The applicant proposes to apply the mosquito larvicide Vectolex CG (Bacillus sphaericus) within state-designated Freshwater Wetland #s NA-4 (Class I), NA-5 (Class I), PR-1 (Class I), and PR-5 (Class II). There are a total of 33 proposed treatment areas located throughout the Town of Clarkstown, four of which are located within state-designated wetlands. The purpose of the proposed pesticide treatments is to reduce populations of mosquitos within the Town, thereby reducing human exposure to mosquito-borne illnesses.

The applicant proposes maintenance work within approximately 3,000 feet of the Sawkill, Class C(t). Proposed work includes skimming three gravel bars within the stream deposited by floodwaters, removing rocks, downed trees and debris, to mitigate the effects of flooding. Material to be loaded onto Town trucks which will transport these materials to a disposal site. The project is parallel to Sweet Meadows housing subdivision and Sawkill Road from the Town of Woodstock/Kingston boundary, 200 feet east of Moray Hill Road to a point approximately 200 feet west of Ball Park Road.

Project Description:

The applicant has applied for the following approvals in conjunction with the construction of an 18 hole public golf course located between Pines Bridge Road and NYS Route 134:

     Freshwater Wetlands to conduct grading within approximately 1.13 acres of the 100 foot adjacent area of Freshwater Wetland O-4 (Class 3) for golf course play areas (tees, fairways, greens). As mitigation for these disturbances, the applicant proposes to restore a portion Freshwater Wetland O-4 to wet meadow by removing undesirable invasive and/or exotic plant species from the wetland.

     Water Quality Certification to fill up to 0.34 acres of federally regulated freshwater wetlands. As mitigation for the proposed fill, the applicant proposes to construct 0.5 acres of new wetlands in upland areas on the project site.

The applicant has prepared a stormwater management plan for the golf course and requests coverage under the Department's SPDES General Permit for stormwater discharges from construction activities.
