Project Description: The Department has received an Air State Facility application for existing operations, from Rochester Gas and Electric (RG&E) Corp, for the Beebee Electric Generating Station located at 254 Mill Street in the City of Rochester. This application seeks to establish certified Emission Reduction Credits (ERC) based on the permanent shutdown, effective May 1, 1999, of emission unit B-00001, an 804 million BTU per hour coal fired boiler, which was also permitted to burn limited amounts of waste oil. RG&E Corp proposes to establish ERC of 1043 tons per year of oxides of nitrogen (NOx), and 4.4 tons per year of volatile organic compounds (VOC) to be used for emission offsets or emission netting, in accordance with 6 NYCRR Part 231 New Source Review in Ozone Transport Regions. Note that while emission offset ERC have no time limit for use, and may be used at some other locations, emission netting ERC may only be used at the facility where the emission reduction occurred, and must be used within 5 years of the date of the emission reduction. The ERC certifications will be issued with Special Permit Conditions that identify the source and quantities of the NOx and VOC ERC, and that prevent future operation of Emission Unit B-00001. As part of this application, RG&E Corp also proposes additional Special Permit Conditions to cap facility emissions of SO2 and NOx to a maximum of 99 tons per year each. To accomplish this, Emission Unit B-00002, a turbine generator, will be limited to 2,146,131 gallons of #2 fuel oil annually with a sulfur content not to exceed 0.5 percent by weight, and operation of two natural gas steam heat boilers will be limited. This will restrict facility emissions to below the Title V and 6 NYCRR Part 201-6 thresholds of 100 tons per year each for SO2 and NOx. Project Description: The applicant proposes to enlarge an existing ponded wetland marsh area on his property on the north side of Shoecraft Rd. The project site is 1541 Shoecraft Rd., approximately 950 feet east of the Five Mile Line Rd. intersection. Additional excavation would deepen the existing 50' X 40' pond area to a maximum of 6 feet. Material removed from the pond would be used as fill on the site, outside of the regulated area. Existing vegetation in the pond / marsh will remain undisturbed. |
