Project Description: The Department has made a tentative determination to approve this application for a modification to a permit for an existing discharge of varying amounts of treated process and sanitary wastewater into Lake Champlain, a Class B water body, from a tertiary treatment plant at the applicant's Ticonderoga Mill located on Shore Airport Road in the Town of Ticonderoga. In order to improve overall treatment efficiency, the applicant proposes to divert up to 1.5 million gallons per day (mgd) of process and sanitary wastewater to a constructed wetland at the Ross Farm facility. The wastewater will be diverted to the constructed wetland prior to entering the existing aerated sludge basin (ASB) and will be treated in parallel with the present waste stream through the ASB before recombining in the secondary clarifiers. Subsequent construction of two additional wetlands will be phased in over the next few years. All 3 constructed wetlands will initially discharge to the secondary clarifiers. This modification adds the constructed wetlands to the wastewater treatment facilities for the pulp and paper mill. Monitoring of the wetlands for pH, BOD, TSS and temperature has been added to the permit and a process flow diagram, showing the wetlands and their associated sampling locations is also now included in the draft permit. The modification request and draft permit (SPDES No. NY-000 4413) can be reviewed by making an appointment with the contact person. |

Project Description: Pompa Brothers Incorporated is proposing to increase the affected area by 5.5 acres, from 39.2 acres to 44.7 acres, of a 50.5 acre property. Mining will be continued at the site in a phased approach; the duration of which would be approximately 10 years. Unconsolidated materials would be excavated from the mining face that will range from less than 5 feet high to a 30 foot maximum height. The average height of the mining face will be 25 feet. There will be no on-site processing of material. The proposed expansion will utilize the existing crushing and screening facility to produce sand and gravel. An existing 500 foot haul road provides direct access to NYS Route 29. The excavated material is currently drawn east along NYS Route 29, north on Petrified Sea Gardens Road to the location of the existing processing plant . The reclamation objective is to create land suitable for the wildlife resource, open space or residential development.
