The applicant proposes to scalp gravel from a central gravel bar approximately 300' long by 100' wide at the point of confluence of the East Kill and Tributary 15a, and to place rip rap along approximately 75 feet of severely eroded bank of the East Kill. The project is located off County Route 23C, 1/8 mile west of Boy Scout Road.

The applicant proposes to place rip rap along approximately 100 feet of stream bank of the East Kill to mitigate bank erosion caused by excessive water flow, and to install a rock vein to deflect the flow away from the toe of the bank. The project is located on County Route 78, at #384 Colgate Road, approximately 1/2 mile east of Griffin Road.

The Department has proposed a Title V permit for the application that was received for General Electric Power Systems, on 1 Nott Street, City of Schenectady, County of Schenectady, owned by General Electric Company of Fairfield, Connecticut. The facility is primarily engaged in the coating, laminating, grinding, and other associated operations that support the manufacture and assembly of steam turbine, generators, and generator parts. The facility has numerous sources including paint booths, paint dip tank, sanders, and coating lines. The applicant has agreed to permit conditions in order to demonstrate the emissions from the facility meet regulatory requirements. In addition, the permit includes process specific RACT conditions which require the facility to limit VOC emissions from an emission unit. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits.

In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined no to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
