Project Description: The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing Parkchester South Condominium located at 2020 E. Tremont Ave., Bronx, provides heat and hot water to an apartment complex consisting of 172 buildings and 12,271 apartments using four dual fuel (natural gas & #6 fuel oil) boilers that discharge through one common stack. This facility has been in existence since 1939. The facility is capping out of 40CFR 52-A.21(j) PSD, and 40 CFR 52-A.21(j) for sulfur dioxide. It is also subject to 6NYCRR 227-2.4, Reasonably Available Control Technology (RACT) for oxides of Nitrogen. The facility has to comply with 6NYCRR 617.7 to prevent the reoccurrence of boiler contamination incidents. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clear Air Act or 6NYCRR Part 201. |
