Project Description:

The Department has prepared a draft permit and made a tentative determination to approve this application pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) - Air State Facility Permit. The proposed modification will limit facility-wide emissions to a level which is below the applicability thresholds of 25 TPY of volatile organic compounds (VOCs) and 25 TPY of nitrogen oxides (NOX) for Title V of the Federal Clean Air Act Amendments.

The facility is an asphalt producing operation with two drum type units powered by two diesel generators, one 775 hp and the other 375hp.Volatile organic compounds and nitrogen oxides emissions will be capped at 22.5 tons per year each by limiting the facility's asphalt production to less than 750,000 tons per year. The permittee will be required to maintain records and report data to verify compliance with the permit conditions. By accepting these state and federally enforceable limits, the facility will not be subject to Title V requirements.

The Department intends to issue the permit at the conclusion of the public comment period, unless comments are received which raise significant issues that have not been addressed.

Project Description:

The applicant proposes to demolish the westerly portion of the existing one story residence and replace with a two-story expanded residence including an attached garage with living quarters; raise the northerly wing of the residence 3 ft. to conform with FEMA; remove all existing cesspools and install a sanitary system greater than 100 ft. from the tidal wetland boundary; utilize 650 cubic yards of backfill for sanitary system; remove the existing driveway and install a pervious driveway; and, remove an underground oil tank which is located approximately 5 ft. from the tidal wetland boundary. The entire dwelling will be fitted with leaders and gutters and drywells will be installed to contain runoff. A project limiting fence and hay bales will be installed prior to and during construction to prevent sediment from entering the wetland. Portions of the proposed dwelling are within 22 ft. of the tidal wetland boundary and the applicant has requested a variance from the required 75 ft. setback for structures. The property is located at 543 main street, Quogue, Town of Southampton, County of Suffolk on Quantuck Bay.
