The facility is a gray iron foundry which produces grey iron castings. The facility includes a non-water jacketed cupola, green sand mold and core production facility, casting and mold cooling, shakeout and finishing operations. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

The applicant proposes to operate a 5 acre life-of-mine unconsolidated sand and gravel mine of which the entire 5 acres will be authorized to be disturbed during the initial permit term. On-site processing will consist of a screening plant at the mine to separate the fine sand. This sand shall be mixed with humus from off-site sources and cattle manure to produce topsoil products for horticultural use. Coarser materials will be sold for general construction use. The site shall be reclaimed as open space, recreational use, farming or residential development. The mine is located approximately 2 miles northeast of the Village of Laurens on Route 205, approximately 1.5 miles south of the Hamlet of Mount Vision.

Project Description:

The Department has proposed a Title V permit for the application that was received for Schenectady International, on 1000 Main Street, Town of Rotterdam, County of Schenectady, owned by Schenectady International, Inc. of Schenectady, New York. The facility is a manufacturer of alkylphenols, phenolic resins, industrial coatings, and other similar chemical intermediates. The facility has its own wastewater treatment facility as well as industrial boilers used for steam generation. A hazardous waste incinerator is also operated at the facility. The applicant has agreed to permit conditions in order to demonstrate the emissions from the facility meet regulatory requirements. In addition, the permit includes a cap limiting the emissions at a level which is less than 38.3 tons per year for each of sulfur dioxide and oxides of nitrogen from boiler #5. The above limit is a revision of a previous cap that was accepted by the applicant to remain below the applicability threshold for the review requirements of 40 CFR 52.21 for the source (boiler #5). The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits.

The Department has received an application from Von Roll Isola USA, Inc. to modify an existing Title V permit, ID # 4-4228-00076/00117 located at One West Campbell Road in the Town of Rotterdam, Schenectady County. The modification includes the new 1050 Treater which is an existing surface coating unit being relocated from New Hampshire. The project includes the installation of a new thermal oxidizer (OX2) designed to control Volatile Organic Compound (VOC) emissions at 98% destruction efficiency. The project also includes the redirection of the VOC emissions from the existing units at the existing plant (1196 treater and associated Reverse Roll Coater ). These units will be removed from the existing oxidizer OX1 and connected to the new oxidizer OX2 along with the new 1050 Treater creating emission unit 1-14NC2. The annual increase of VOC emissions will be 5.3 tons.
