Project Description:

The Department has received a Title V application from Selkirk Cogen Partners, L.P. for the existing Selkirk Cogeneration Project located at 24 Power Park Drive, Selkirk, NY 12158-2299 in the County of Albany.

Selkirk Cogneration Project (SCP) is a 345 MW combined cycle cogeneration facility that generates electricity under contract to utility customers and provides steam to an industrial steam customer. The facility includes 4 Emission Units. Emission Unit 1 consists of a combustion turbine and associated heat recovery steam generator with supplemental firing and one steam turbine generator. Emission Unit 2 consists of two combustion turbines, two heat recovery steam generators with supplemental firing and one steam turbine generator. Each of the three combustion turbines is equipped with a GE Frame 7 Quiet Combustor low NOx burner and steam injection for NOx control. The two turbines included in Emission Unit 2 are also equipped with selective catalytic reduction (SCR), which consists of a vented 42,000 gallon ammonium hydroxide storage tank (Emission Unit #4), to control the emissions of NOx. The third Emission Unit contains four utility boilers as secondary steam generator units to assure an uninterruptable supply of steam to the individual steam customer. The facility was approved a BACT facility for PSD purposes.

In accordance with NYCRR 621.5 (d), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or NYCRR Part 201. The application and draft permit are available for review at the NYSDEC Region 4 Office, 1130 North Westcott Road, Schenectady, NY 12306.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jun 22 2001.

Project Description:

The Department has received an application from Von Roll Isola for modifications to existing air permits for Building #29, 1 River Road, in the City of Schenectady. These modifications are being proposed by the applicant for the purpose of establishing certified Emission Reduction Credits (ERCís) for past reductions which were the result of the facility shutting down in December of 1999. With this permit modification Von Roll Isola will be establishing ERCís for offsets/netting of 7.45 tons per year for VOCís in accordance with 6NYCRR Part 231 "New source Review in Non-attainment Areas".
