Project Description: The Interstate Materials Corporation operates a clean fill processing facility under a registration with NYS Department of Environmental Conservation (NYS DEC) and a permit with the New York City Department of Sanitation at 211 Johnson Street in Staten Island, NY. Presently sand, gravel, crushed stone, and clean backfill are delivered to and from the site via truck. At one time deliveries were made via barge as well. Over the years, due to lack of use and natural deposition, the area along the bulkhead has become silted in. To restore navigational access by barge, for both recycled material and clean material handling, the bulkhead area and approach need to be dredged. Hydrographic survey data collected in December of 1997 indicates the area adjacent to the bulkhead was of sufficient depth for barge access a one time, however, there are no records of the area being dredged within the last ten years, therefore NYS DEC has reviewed the proposed work as "new" dredging. The proposed dredging depth is -15 feet below Mean Low Water with a two foot allowable overdepth. Approximately 217,000 cubic yards of material will be removed from an area of approximately 200,000 square feet, loaded onto barges that would be covered, sealed, and transported to the Waste Management, Inc. Maplewood/Amelia landfill in the state of Virginia or other state-approved upland site for disposal. No barge overflow, dewatering, or return flow would occur at the proposed dredge site.
