Project Description:

The Department has received a Title V application from Organichem Corporation, 33 Riverside Avenue, in the City of Rensselaer, Rensselaer County. The facility manufactures bulk pharmaceutical products through chemical synthesis and extraction methodologies. The applicant has proposed restricting the potential to emit of these emission sources through enforceable permit conditions which will limit or cap at a level which is: for emissions, less than 10 tons per year for each individual Hazardous Air Pollutant (HAP) and less than 25 tons per year for the total of all HAPs--the applicability threshold for 40CFR63, subpart GGG, the National Emission Standard for Hazardous Air Pollutants (NESHAP) for pharmaceutical manufacturing. By accepting these state and federally enforceable limits, the facility will not be subject to these regulations. The applicant has agreed to permit conditions which will limit emissions by restricting the PH level and flow rate of the scrubbing liquid in wet scrubbers. Additionally, two emission points will be stack tested, so that overall, emissions remain less than the above thresholds. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application and draft permit are available for review at the Region 4 office. If comments are received which raise significant issues or provide additional relevant information, the Department may modify the Draft Title V Facility Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the General Electric Corporate Research And Development facility located at One Research Circle, Niskayuna, NY 12309, in Schenectady County, owned by General Electric Company of Fairfield, CT. This facility is an industrial laboratory engaged in research which supports all of GEs businesses as well as other customers with programs in ceramics, chemical process technology, control systems and electronic technologies, electronic systems, engineering mechanics, environmental, industrial electronics, information technology, manufacturing technology, materials characterization, mechanical systems, physical metallurgy and polymer and inorganic systems. Emissions from this facility, controlled in accordance with multiple State and Federal regulations, are discharged from 13 emission units with associated processes through emission points from the sources which exist. The control of source emissions will result from the use of afterburners, filters, scrubbers, condensers, a mist eliminator, a water curtain, compliant coatings, daily and other periodic monitoring activities, permit limitations, the tracking of emissions with record keeping procedures to meet regulatory requirements, and the maintenance of records and the reporting of data to verify compliance. The draft permit, application, and application cover letter are available for public review at the Region 4 Office.
