The Village of Chester has applied for WSA# 10024 to take a supply of water for use in its existing water supply & distribution system by the development of of two existing wells; Well #12 at 400 gallons-per-minute (gpm) and Well #12-A at 200 gpm. Water from these wells would be used as backup to the Village's primary water supply source, Walton Lake, from which the Village is permitted to take up to 800,000 gallons per day (gpd). The wells are located in the Black Meadow Creek Wellfield off Black Meadow Road approximately one mile from its intersection with Kings Highway, in the Town of Chester, Orange County, NY.

The applicant proposes to reconstruct and upgrade two earthen dams at the Bog Brook Reservoir (Class AA) to meet current federal standards for dam safety and to modernize the operating system for water supply delivery. Proposed dam reconstruction includes construction of new fuse plug spillway (Dam #2), new gate chambers, new pipe tunnel and valve chamber, reconstruction of surface drainage and a new concrete boat ramp (Dam #1), paving of the roadways at the crest of the two dams, replacement of piping, valves, and various related equipment, and additional rip-rap protection areas on the two dams. Both dams are located on the western shore of the reservoir, east of Brewster Hill Road and north of Sodom Road in the Town of Southeast, Putnam County.
