Project Description: The Department has made a tentative determination to approve this application for a new Industrial SPDES permit for Con Edison's Ravenswood Tunnel Headhouse at the Ravenswood power plant complex. A draft permit has been prepared and is available for review. This outfall was previously permitted as Outfall 005 of the Ravenswood Permit (SPDES # NY000 5193) and is receiving a new permit due to a change of ownership of the Ravenswood Power Plant complex. The Tunnel Head House remains under the ownership of Con Edison. The Ravenswood Tunnel Headhouse services the Ravenswood Tunnel which resides below the East River. River water which infiltrates the tunnel is collected in floor drains, is conveyed by gravity to a sump with a float controlled pump, pumped up in a pipe through the headhouse to an oil/water separator, conveyed by gravity in a pipe to Outfall 001, and discharged to the East River. Maintenance, monitoring and repair activities are performed at the facility to support the conveyance of electricity, natural gas, steam and number 6 fuel oil from Long Island City through the Ravenswood Tunnel to Manhattan. The applicant proposes to enhance a 2,100 square foot area of wetlands adjacent area through the removal of asphalt, debris and phragmities and establishment of a deed restricted vegetative buffer between the development and the wetlands.
