Project Description: St. Lawrence Cement has applied to the DEC for various permits under the ECL to construct and operate a state of the art dry process cement plant. The capacity of the plant will be approximately 2.6 million US tons of clinker per year. The primarily fuel will be coal/coke blend. Fuel oil and natural gas will be used for ignition. In addition the facility will include the construction of an enclosed conveyor system, control facilities, office and maintenance facilities, access roads, parking areas, a new docking facility and a public park. The construction of the conveyor system will involve disturbance to freshwater wetlands and the new docking facility will involve excavation and fill into navigable waters (Hudson River). The operation will also involve the continuation of mining at an existing permitted quarry, including modifications to the mine's phasing. The project will also include discharge of wastewater/stormwater to the Hudson River and to groundwater. In addition to the various permits referenced above this project is also subject to a review pursuant to the State Environmental Quality Review Act (SEQR). This facility conducts laminating activities during the production of consumer products, safety apparel, health care products, and industrial applications. The facility includes an adhesive laminator, flame laminator, hot melt laminator, and a print machine also known as an "oil rig". In order to remain below the applicability thresholds for Title V permitting, the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 50 tons per year of volatile organic compounds (VOC), 25 tons per year of total hazardous air pollutants (HAPs) and 10 tons per year for any individual HAP. The applicant has agreed to permit conditions which will limit VOC, total HAPs, and any individual HAP by restricting monthly emissions. The applicant will be required to maintain records and report this data to verify compliance with conditions and limits. |

Project Description: NOTICE OF COMPLETION OF DRAFT ENVIRONMENTAL IMPACT STATEMENT (DEIS) NOTICE OF COMPLETE APPLICATION NOTICE OF PUBLIC COMMENT PERIOD NOTICE OF LEGISLATIVE PUBLIC COMMENT HEARING The applicant proposes to operate a 68-acre Life of Mine, surface consolidated rock mine on a 115-acre site located on NYS Route 2, 4 miles west of the hamlet of Grafton and 1 ½ miles northeast of the hamlet of Cropseyville, in the Town of Grafton, Rensselaer County. The proposal includes mining of 68 acres, with 47 acres remaining as buffer area between the quarry and adjacent properties. The mine will be operated in four phases over a number of years. A Draft Environmental Impact Statement (DEIS) has been completed by the applicant for this action and accepted by the lead agency. PUBLIC HEARING AND WRITTEN COMMENT PERIOD: All persons, organizations, corporations or government agencies which may be affected by the proposed project are invited to comment on the application. A Legislative Public Comment Hearing on the application will be held to receive unsworn statements from the public on Thursday, May 24, 2001 at 7:00 p.m. at the Grafton Town Hall on Route 2 in the Town of Grafton. It is not necessary to file a written request in advance to speak at the legislative hearing. Written statements and comments on the application are encouraged and any statements and comments may be filed prior to or at the hearing, but no later than the deadline for written comments. This hearing location is reasonably accessible to persons with a mobility impairment. Interpreter services may also be made available to deaf persons, at no charge, upon written request to the Regional Permit Administrator named below, no less than one week prior to the hearing, pursuant to SAPA § 202(1). All persons having an interest in this project are urged to attend or be represented either individually or collectively.
