Project Description:

The Department has prepared a draft permit and has made a tentative determination to approve this application. The existing facility located at 514 East 60 St. is a steam generating facility. The facility operates six large boilers rated at 192 MMBtu/hr each. The boilers combust natural gas as well as distillate oil. The facility's emissions exceed the major source pollutant thresholds listed in 6NYCRR Subpart 201-6 and, as such, the facility is subject to the provisions of Title V. The facility's emissions of nitrogen oxide are averaged with other facilities owned by Consolidated Edison according to a system-wide averaging plan approved by the Department to verify compliance with the provisions of 6NYCRR Subpart 227-2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Faciity Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct, from an existing upland boardwalk, a 795 foot long precast pile-supported fixed pier with a maximum width of 37 feet along the length of the pier. At the end of the pier would be an irregulary shaped end section measuring approximately 30 feet wide at the north and south ends and approximately 45 feet wide inthe center to accomodate a proposed pavillion. The project also includes the reconstruction of confort station and canopy on the existing boardwalk, construction of a covered handicapped ramp, sitting area and a parking lot for approximately 140 vehicles. The project site is located in Midland Beach opposite Seaview Avenue, Staten Island, Lower Bay, New York Harbor.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYC Dept of Parks & Recreation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Perth Amboy Anchorage was last dredged in 1988 with the removal of 901,821 cubic yards of sediment. The Ward Point Bend of the New York and New Jersey Channels was last dredged in 1997 as a part of the Raritan Bay Reach dredging project with the removal of 477,904 cubic yards of sediment.

The New York District. U.S. Army Corps pf Engineers, proposes to perform maintenance dredging of Perth Amboy Anchorage and Ward Point Bend of New York and New Jersey Federal Navigation Project with subsequent placement of the of dredged material for environmental remediation purposes at the Historic Are Remediation Site (HARS). The proposed maintenance dredge would involve the removal of approximately 850,000 cubic yards of material based on a condition survey dated 29 July - 01 August 2000.

Maintenance dredging of the channel is generally accomplished with a clamshell dredge or similar plant. Only those areas where shoaling has reduced the depth of the channel will be subject to maintenance dredging.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
