New Notices for ENB Issue of May 2, 2001: 4

New York Power Authority proposes to construct and operate a combined cycle electric generation facility (the NYPA Combined Cycle Astoria Project or the NYPA Astoria Project). The facility would be located on a seven-acre undeveloped parcel of land adjacent to NYPA's existing Charles Poletti Power Project, 31-03 20th Avenue, Astoria, Queens County.

Legislative hearing sessions to receive unsworn statements from the public will be held on June 4, 2001 at 6:30pm. A pre-adjudicatory hearing Issues Conference is scheduled to be held on June 5, 2001 at 10:00am. Filings for party status must be received by 4:00pm on May 25, 2001.

New York Power Authority has applied for Prevention of Significant Deterioration (PSD) pre-construction conditions from the New York State Department of Environmental Conservation pursuant to Code of Federal Regulations 52.21 and for a Certificate of Environmental Compatibility and Public Need under Article X of the NYS Public Service Law from the New York State Board on Electric Generation Siting and the Environment so that it may construct and operate a combined cycle electric generation facility (the NYPA Combined Cycle Astoria Project or the NYPA Astoria Project).

St. Lawrence Cement Company, LLC has applied to the NYSDEC for various permits under ECL. The proposed project involves construction and operation of a state-of-the-art, high efficiency, dry process cement manufacturing facility consisting of a raw mill system, kiln feed blending silo, preheater/precalciner tower, rotary kiln, clinker cooler, finish mill system and associated balance-of-plant systems and facilities. The project will be located on property owned by St. Lawrence Cement in both the Town of Greenport and the City of Hudson.

Legislative hearing sessions to receive unsworn statements from the public on the applications and the draft permits will be held on June 20, 2001 at 1:00pm and 7:00pm. A pre-adjudicatory hearing issues conference will be held on June 21, 2001 at 10:00am. Filing for party status must be received by 4:00pm on June 13, 2001.

St. Lawrence Cement Company, LLC has applied for a State Facility Permit for Air Pollution control permit (Parts 201, et seq. of Title 6 of the New York Compilation of Codes, Rules and Regulations including a Prevention of Significant Deterioration (PSD) review/analysis pursuant to 40 CFR 52.21. The proposed project involves construction and operation of a state-of-the-art, high efficiency, dry process cement manufacturing facility to be located on property owned by St. Lawrence Cement Company in both the Town of Greenport and the City of Hudson.
