Project Description:

The applicant proposes to continue with development of the Carmel Estates residential subdivision. The project site is on the north side of County Rt.31, on the west side of Aldrich Road. This application is for the construction of a six lot Section 5, within the previously reviewed and permitted 102 lot project. The regulated activity in this section consists of the construction of a stone lined drainage swale in the adjacent area of NYS regulated wetland PR-9. The project plans include erosion and sediment controls, and revegetaion of graded and exposed soil.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Perinton Town Planning Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than May 18 2001.

Project Description:

The applicant proposes to develop and operate an unconsolidated sand and gravel pit. The mine will operate as a traditional surface extraction of sand and gravel using mechanical equipment standard for this type of mining operation. The materials will be mined from above and below the water table. Final reclamation will restore the the site to an open water surface. The Life of Mine area is 4.7 acres. The mine is located on County Road 44 in the Town of Corning, Steuben County. Application materials are available for public review and comment at the Regional office of NYS DEC.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
