Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing NYC-DEP North River WPCP located at 725 W 135 St, New York 10031, is a 170 million gpd publically-owned secondary wastewater treatment plant started in 1986. It serves an area of 5,200 acres with a resident population of about 600,000 people and a large transient population including NYC daily commuters. The facility-wide emissions for Nitrous Oxide (NOx), Volatile Organic Compounds (VOC), and Carbon Monoxide (CO) at North River exceed the major source pollutant thresholds listed in 6NYCRR 201-6 Title V Facility Permits and the major source threshold specified in 6NYCRR 227-2, Reasonably Available Control Technology (RACT) for Oxides of Nitrogen. The facility must comply with 6NYCRR 227-1, Stationary Combustion Installations. The Continuous Opacity Monitors in pump engines must be operated and maintained in accordance with the performance specification in App B of 40 CFR 60. The facility is also subject to 6NYCRR 225-1, Fuel Composition and Use-Sulfur Limitations; and recordkeeping requirements of 6NYCRR 230.5. As required in special conditions, the odor control system must be maintained and operated in accordance with North River O&M Manual until DEP completes the proposed study and implements its findings; and to maintain and operate community air monitors with alarms set in the plant control room; and to establish a complaint response system. The facility is operating under Consent Order #R236699105. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The applicant, New York Power Authority (NYPA) proposes to construct and operate a 500 MW gas fired (with kerosene as backup fuel) combined cycle electric generation facility (the NYPA Astoria Project), consisting of two General Electric7FA combustion turbine generators (CTG), two heat recovery steam generators (HRSG), one steam turbine generator (STG), two diesel engines for emergency equipment and associated balance-of-plant systems and facilities. The Applicant also proposes to install a carbon monoxide (CO) catalyst to reduce CO and volatile organic compounds (VOCs), and a "dry low oxides of nitrogen (NOx)" burner and Selective Catalytic Reduction (SCR) to reduce NOx. The facility will not require the intake of cooling water from the East River since it will use an air-cooled condenser. NYPA seeks approval to discharge certain low level wastewater to a collection system and then to the East River.
