Construct a new 6 bay Town Highway garage. The facility will have a floor drain which will discharge toi an oil/water seperator and thence into Renwick Brook (Tributaty 72 of the Roeliff Jansen Kill) approximately 1000 feet upstream NNW from it’s confluance with the Roeliff Jansen Kill. The Structure will be on the North Side of Old Town Road between Route 23 and Route 22.

The applicant proposes to install a 60 foot long culvert in an unnamed tributary to Galdstone Hollow Brook (D-70-56) as part of a barnyard water management project. This project will provide for equipment and cattle crossing of the stream. The project is located on Gladstone Hollow Road just south of the Grommeck Road intersection.

Reissuance and modification of a previously permitted sand and gravel mine, which includes an increase in the Life of Mine from 5.7 acres to 9.8 acres, of which 8.6 acres has been previously disturbed. Over the permit term, the permittee will be authorized to disturb 9.8 acres of the mine located on Route 30 in the Town of Hancock.

The applicant proposes to operate a 5.0 acre life-of-mine bluestone mine of which 4.0 acres is to be affected during the initial permit term. The mining operation will consist of blasting and the mechanical cutting of stone. At the cessation of mining, the land will be reclaimed as a woodland/rural area. The project is located approximately 0.9 miles southwest of the Village of Walton, off River Road East, 1.72 miles from the intersection of River Road East and State Route 206.

The applicant proposes to operate a 5.0 acre life-of-mine bluestone mine of which the entire 5.0 acres is to be affected during the initial permit term. The mining operation will consist of blasting and the mechanical cutting of stone. At the cessation of mining the land will be reclaimed as a woodland/rural area. The project is located approximately 0.9 miles southwest of the Village of Walton off River Road East, 1.72 miles from the intersection of River Road East and State Route 206.

The department has made a tentative determination to approve an application to construct a wastewater treatment system, discharging 10,800 gpd of treated sanitary wastewater to Trib 4 of the Quackenkill. The project includes grading of 4,000 sq. ft. adjacent to the stream for tennis court enhancements. The project is located at the Brunswick Central Schools, located at 3992 NY Route 2 in the Town of Brunswick, Rensselaer County. A draft SPDES permit is avaible for inspection and comment at the Region 4 Office.

The applicant proposes to operate a 47-acre Life of Mine, sand and gravel mine on a 56-acre site located just southwest of the intersection of NYS Routes 150 and 9 & 20 in the town of Schodack, Rensselaer County to be operated by R. J. Valente Gravel, Inc. A portion of the property has been significantly altered and disturbed by previous occasional mining activities commencing in the 1930's, and has been left in an unreclaimed condition. The balance of the site is undisturbed woodland. The mine will be operated in three phases over a number of years. A Draft Environmental Impact Statement (DEIS) has been completed by the applicant for this action and accepted by the lead agency.

PUBLIC HEARING AND WRITTEN COMMENT PERIOD:

All persons, organizations, corporations or government agencies which may be affected by the proposed project are invited to comment on the application. A Legislative Public Comment Hearing on the application will be held to receive unsworn statements from the public on Tuesday, May 15, 2001 at 7:00 p.m. at the Town of Schodack, Town Hall, 1777 Columbia Turnpike, Castleton, NY.

It is not necessary to file a written request in advance to speak at the legislative hearing. Written statements and comments on the application are encouraged and any statements and comments may be filed prior to or at the hearing, but no later than the deadline for written comments, which is May 25, 2001.

This hearing location is reasonably accessible to persons with a mobility impairment. Interpreter services may also be made available to deaf persons, at no charge, upon written request to the Regional Permit Administrator named below, no less than one week prior to the hearing, pursuant to SAPA § 202(1).

All persons having an interest in this project are urged to attend or be represented either individually or collectively.

Following the hearing, the Department will make a determination on whether substantive or significant issues have been raised as defined in 6NYCRR Part 621 Uniform Procedures and an Adjudicatory Hearing Issues Conference should be scheduled before an Administrative Law Judge. In order to raise substantive and significant issues written comments expressing objections to or opposition to the application must explain the basis of that opposition and identify the specific grounds which could lead the Department to deny or impose significant permit conditions on the project.

STATUTORY AND REGULATORY PROVISIONS:

This application was filed and reviewed pursuant to Environmental Conservation Law ("ECL") Article 3, Title 3 (General Functions), Article 8 (State Environmental Quality Review), and Article 70 (Uniform Procedures); and pursuant to Title 6 of the Official Compilation of Codes, Rules and Regulations of the State of New York ("6NYCRR") Part 617 (State Environmental Quality Review), Part 621 (Uniform Procedures), and Part 420 (Mined Land Reclamation).

The Department has prepared a Draft State Facility Permit pursuant to Article 19 (AIR Pollution Control Regulations) of the NYS Environmental Conservation Law (ECL) for Twin Rivers Textile located at 301 Nott Street, Bldg. 316, Schenectady, New York. Twin Rivers Textile Plant is engaged in textile fabric coloring and finishing. Five emission units which are:

U-PRINT, print and dry textile fabrics using aqueous print pastes; U-TENTR, tenter frame to dry and heat-set textile fabrics; U-WASHD, washing and drying of textile fabrics; U-MFOIL, coating of textile fabrics with metal foil; U-BOILR, (1) 12.5 MMBTU/hr. Boiler which is subject to NSPS requirements and (1) 33. MMBTU/hr boiler which both burn natural gas exclusively. The applicant has proposed modifications for limiting the potential to emit for all emission units through enforceable permit conditions which will cap the Volatile Organic Compounds (VOC's) emissions at a level which is below the 50 tons per year applicability threshold for Title V requirements. By accepting these state and federally enforceable limits, the facility will not be subject to Title V requirements. The applicant has agreed to permit conditions which will limit emissions of VOC's to 48 tons per by limiting the VOC content in surface coating materials as applied, as per 6 NYCRR Part 228. Also, records will be maintained in a format acceptable to the Department. VOC emissions will be rolled on a monthly basis and cannot exceed 48 tons over any 12 consecutive month period. The permittee will be required to maintain these records on site for the most recent Five year period. The application and draft permit are available for review at the Region 4 office.
