Project Description: The applicant proposes to operate a 47-acre Life of Mine, sand and gravel mine on a 56-acre site located just southwest of the intersection of NYS Routes 150 and 9 & 20 in the town of Schodack, Rensselaer County to be operated by R. J. Valente Gravel, Inc. A portion of the property has been significantly altered and disturbed by previous occasional mining activities commencing in the 1930's, and has been left in an unreclaimed condition. The balance of the site is undisturbed woodland. The mine will be operated in three phases over a number of years. A Draft Environmental Impact Statement (DEIS) has been completed by the applicant for this action and accepted by the lead agency. PUBLIC HEARING AND WRITTEN COMMENT PERIOD: All persons, organizations, corporations or government agencies which may be affected by the proposed project are invited to comment on the application. A Legislative Public Comment Hearing on the application will be held to receive unsworn statements from the public on Tuesday, May 15, 2001 at 7:00 p.m. at the Town of Schodack, Town Hall, 1777 Columbia Turnpike, Castleton, NY. It is not necessary to file a written request in advance to speak at the legislative hearing. Written statements and comments on the application are encouraged and any statements and comments may be filed prior to or at the hearing, but no later than the deadline for written comments, which is May 25, 2001. Project Description: The Department has prepared a Draft State Facility Permit pursuant to Article 19 (AIR Pollution Control Regulations) of the NYS Environmental Conservation Law (ECL) for Twin Rivers Textile located at 301 Nott Street, Bldg. 316, Schenectady, New York. Twin Rivers Textile Plant is engaged in textile fabric coloring and finishing. Five emission units which are: U-PRINT, print and dry textile fabrics using aqueous print pastes; U-TENTR, tenter frame to dry and heat-set textile fabrics; U-WASHD, washing and drying of textile fabrics; U-MFOIL, coating of textile fabrics with metal foil; U-BOILR, (1) 12.5 MMBTU/hr. Boiler which is subject to NSPS requirements and (1) 33. MMBTU/hr boiler which both burn natural gas exclusively. The applicant has proposed modifications for limiting the potential to emit for all emission units through enforceable permit conditions which will cap the Volatile Organic Compounds (VOC's) emissions at a level which is below the 50 tons per year applicability threshold for Title V requirements. By accepting these state and federally enforceable limits, the facility will not be subject to Title V requirements. The applicant has agreed to permit conditions which will limit emissions of VOC's to 48 tons per by limiting the VOC content in surface coating materials as applied, as per 6 NYCRR Part 228. Also, records will be maintained in a format acceptable to the Department. VOC emissions will be rolled on a monthly basis and cannot exceed 48 tons over any 12 consecutive month period. The permittee will be required to maintain these records on site for the most recent Five year period. The application and draft permit are available for review at the Region 4 office. |
