The Department has drafted a State Facility permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application for the existing State University campus located in Stony Brook, Suffolk County. The facility emission sources include two boiler plants which provide hot water for space heating and an ethylene oxide sterilizer. Emissions from this facility are controlled in accordance with mulitple State and Federal regulations. Also the applicant has accepted throughtput limitations for natural gas and distillate oil and wil keep records of hazardous air pollutant emissions to prove that facility emissions remain below the applicability level for Title V permit requirements. The draft permit and application are available for public review at the Region 1 office

The applicant proposes to subdivide a 2,567-acre parcel into 4 lots on the Calverton Enterprise Park property, also known as the former Naval Weapons Industrial Reserve Plant which was operated by Grumman Corporation and previously owned by the US Navy. Three of the four lots will be transferred from the Town of Riverhead Community Development Agency, the current owner, to the applicant. These three lots (lots 2, 3 and 4) will contain a total of approximately 489.11 acres apportioned into lots of 18.43 acres, 194.30 acres and 276.38 acres, respectively. The fourth and largest lot, lot 1, which will comprise a total of 2,070.12 acres, will be retained by the Town of Riverhead Community Development Agency. The project is located on the north side of Grumman Boulevard, east of Wading River-Manorville Road and south of State Route 25 in Calverton, Suffolk County (SCTM # 600-135-1- part of lot 7.5).

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
