Project Name: Town of Newcomb Golf Course

Location: Essex County, Town of Newcomb, between Santanoni Drive and the Hudson River

Project description: The action involves construction of a 2,640 yard, par 33, 9-hole public golf course within 100 feet of portions of 32 acres of wetlands on the property and within 1/4 mile of the Hudson River, a designated recreational river in the NYS Wild, Scenic and Recreational River System. The proposed course design avoids construction within wetlands except for posts every 10 feet to support 3 bridge crossings and selective hand cutting of 4.7 acres of trees. Irrigation system equipment has been routed to avoid wetland crossings and will be attached to the bridges, with the source of water from the existing municipal water system. Course design incorporates a minimum no disturbance 5 foot buffer to all wetlands and construction of vegetated filter strips for drainage control adjacent to wetlands; all special drainage infiltration structures are proposed to be located a minimum of 50 feet from wetlands. An erosion and stormwater control plan has been prepared, with clearing and grading in 2001; greens, tees and fairways planted in 2002; and opening day planned for June 2003. Maintenance of the turf will be subject to an integrated pest management plan following cultural and pesticides recommendations of Cornell Cooperative Extension and appropriate management for up to 20,000 rounds of golf per year; there are no chemical treatments proposed in filtration strips. A 800 square foot maintenance building will provide employee sanitary system and chemical storage and spill containment facility with appropriate off-site treatment of any spills. The course is located a minimum of 500 feet from the mean high water mark of the Hudson River.

Much of the course and the proposed 600 square foot clubhouse, 60 car parking area and associated wastewater and stormwater treatment systems are located in the hamlet classified area and are set back more than 100 feet from wetlands, hence will be subject to site plan review by the Town of Newcomb Planning Board.

Project description: The project consists of a four-lot subdivision of 30.34 acres creating a 2.768 acre non-building lot to be conveyed to the owner of adjoining property (the lot will be merged with the adjoining lands) , a 9.712 acre building lot, a 9 acre building lot and an 8.859 acre building lot. The three 9± acre lots will each have a single family dwelling served by an individual on-site wastewater treatment system and well constructed on it.
