This permit request is for ratification of a water supply permit for the Glenside Water District in the Town of Moravia, located on the east side of NYS Route 38, south of the Village of Moravia. This is for the previously installed and the continuation of installation of a complete water supply and distribution system to serve the district, and take a supply of water with an estimated average of 5500 gallon per day for use in this system by a connection to existing facilities of the Village of Moravia.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Moravia Town Planning Board
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than May 4 2001.

Project Description:

The Onondaga County Department of Health, through their Mosquito Borne Encephalitis Surveillance & Control Program (The Program), proposes to apply larvicides to wetlands and their adjacent areas within Onondaga County for the control of vector mosquitos associated with West Nile Virus. The County has been divided into three areas of potential treatment: Primary Treatment Area, which consists of a five mile radius surrounding three known major breeding areas in Northern Onondaga County; Secondary Treatment Area, which is the City of Syracuse and all the area south of the Primary Treatment Area to Route 173 and Route 175; and Tertiary Treatment Area which is the rest of Onondaga County south of the Secondary Treatment Area. The Program checks and treats with larviciding agents in the known breeding sites in the Primary Treatment Area. Control activities do not occur in the Secondary and Tertiary Treatment Areas without presence of virus activity. Open flowing bodies of water and wildlife management areas are not treated with larvicides. Treatment occurs from April through September for each year. Larvicides to be used are Bacillus sphaericus and Bacillus thuringiensis israelensis. The application of these larvicides must be performed in accordance with the requirements of a valid Aquatic Pesticides Permit, issued by the Department including the notification provisions contained therein. Article 24 application materials are available for public review and comment at the Regional Office of NYS DEC.
