The applicant proposes to reconstruct 1.7 miles of Alexandria Road on the military reservation, impacting approximately 5,000 square feet of regulated freshwater wetland D-5, 1 300 acre shrub and open water wetland complex. Wetland impacts will be mitigated through construction of new wetlands.

Project Description:

The Department has drafted an initial Air State Facility Permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law for Corning Incorporated located at 334 County Route 16, Canton, New York. The facility produces several types of high purity specialty glass with a primary SIC code of 3229. This permit is for emission units U00005 and U00006 an expansion to produce fluoride crystals in electric ovens. The facility is a major source of particulates, PM-10, silicon dioxide, nitrogen oxides, and hydrogen fluoride. However, the expansion is minor for all pollutants and is regulated by Part 201-5. This permit includes federally enforceable conditions to "cap" nitrogen oxide emissions to less than 40 tons per year to avoid the requirements of Part 231-2 and 40 CFR 52.21, Prevention of Significant Deterioration (PSD) and to "cap" sulfur dioxide emissions to less than 40 tons per year to avoid being subject to PSD. The emissions from U00005 are process emissions that include: hydrogen fluoride, lead and particulates. The emissions from U00006 are from the operation of emergency backup diesel generators and include: carbon monoxide, nitrogen oxide, particulates, sulfur dioxide and VOC's. The draft permit with conditions is available for review in the Region 6 NYS DEC Office in Watertown, New York.

The applicant proposes to modify a permit for a 2.5 acre gravel mine on a 9.4 acre parcel controlled by the Town, located 2.25 miles east of Nicholville on Port Kent Road then southerly on Mill Road a distance of 600' to the access road on the west side of Mill Road. The modification would add an additional 5.4 acres for a total life of mine of 7.9 acres. On site screening is anticipated.
