Clinton County proposes an Airport Obstruction Removal project at the Clinton County Airport to enhance safety of operations. The project involves clearing, clearing and grubbing, and tree removal at the airport, and in and adjacent to regulated freshwater wetlands. An approved herbicide will be applied to tree stumps greater than four inches in diameter.

The applicant proposes to develop a 14 acre life of mine topsoil and sand mine on a 52 acre parcel jointly owned by Howard Stark and Bernard Russell on the corner of Kibbe Road and County Route 32 in the Town of Bombay. Topsoil will be stripped to an average depth of 8 inches from a 7 acre field fronting on Co. Rte. 32 for a period of only one year. A portable screening plant will be located in a depression on the far side of the field to process the topsoil. A 7 acre sand pit will be developed in an adjacent area of this parcel, to the north of the field with access off Kibbe Road. A 5 year permit term is sought for the sand pit area after which this portion of the permitted mining operation may be renewed. Reclamation of the topsoil removal area will consist of final grading to follow existing contours of the field followed by an application of fertilizer, lime and an agricultural grass seed mixture to re-establish a vegetative cover. The sand pit area will be reclaimed by grading to 3 on 1 slopes, or flatter, followed by an application of fertilizer, lime, a warm season grass mix and a mulch of hay or straw. Pine seedlings may be planted on the flatter areas.

The applicant proposes to construct a driveway in NYS DEC regulated freshwater Wetland M-73 (Class I) and the 100 foot adjacent buffer area. The fill that is proposed is run of bank gravel which will be placed on a construction grade filter fabric to create a stable base. The total surface area of wetland and the adjacent area to be impacted is approximately 1,000 square feet and 20,000 square feet respectively.

Proposed construction of four shallow potholes in and adjacent to Freshwater Wetland Q-36 (class II), for wetland restoration. Approximately 1100 cubic yards of material will be excavated, and spread on adjacent upland pasture. Fencing will be installed to keep livestock out of the restoration area. The project is being conducted under the Natural Resources Conservation Service-Wetlands Reserve Program, and is located to the north of Sweet Road, Town of Saratoga.
