Project Description: The applicant proposes to develop a 14 acre life of mine topsoil and sand mine on a 52 acre parcel jointly owned by Howard Stark and Bernard Russell on the corner of Kibbe Road and County Route 32 in the Town of Bombay. Topsoil will be stripped to an average depth of 8 inches from a 7 acre field fronting on Co. Rte. 32 for a period of only one year. A portable screening plant will be located in a depression on the far side of the field to process the topsoil. A 7 acre sand pit will be developed in an adjacent area of this parcel, to the north of the field with access off Kibbe Road. A 5 year permit term is sought for the sand pit area after which this portion of the permitted mining operation may be renewed. Reclamation of the topsoil removal area will consist of final grading to follow existing contours of the field followed by an application of fertilizer, lime and an agricultural grass seed mixture to re-establish a vegetative cover. The sand pit area will be reclaimed by grading to 3 on 1 slopes, or flatter, followed by an application of fertilizer, lime, a warm season grass mix and a mulch of hay or straw. Pine seedlings may be planted on the flatter areas. |
