Public Notice

Regions 3 and 4 - Notice is hereby given pursuant to Article 24 (Freshwater Wetlands Act) of the New York State Environmental Conservation Law and the Freshwater Wetlands Mapping and Classification Regulations (6 NYCRR Part 664) that the New York State Department of Environmental Conservation (NYSDEC) proposes amendments to the Article 24 Freshwater Wetlands Maps for the West of Hudson portion of the New York City watershed which includes portions of Delaware, Schoharie, Greene, Ulster and Sullivan counties. This amendment is to add wetlands 12.4 acres or greater in size that are not already identified Article 24 Freshwater Wetlands maps for the West of Hudson portion of the New York City watershed.

Maps showing the proposed revisions are available at the clerks’ offices in the county, town, city and village where the changes are taking place, as well as at DEC Region 3 Headquarters, 21 South Putt Corners, New Paltz, New York 12561-1696 and DEC Region 4 Stamford Sub-Office, Route 10, Stamford, New York 12167. You may submit comments on the accuracy of the proposed amendment in writing to the person listed below through June 22, 2001.

Two public hearings are scheduled for this Article 24 map amendment. The first hearing is scheduled for May 10, 2001 at the Delaware County Office Building, 111 Main Street, Delhi, New York from 7:00 PM to 9:30 PM. This public hearing will be held for those amendments occurring in Delaware County. A second public hearing is scheduled for May 11, 2001 at Hunter Town Hall, State Route 23A, Tannersville, New York from 7:00 PM to 9:30 PM. This public hearing will be held for those amendments occurring in Schoharie, Greene, Ulster and Sullivan Counties. Two informational meetings are also scheduled for the same day and location as the public hearings. The informational meetings are scheduled from 5:00 PM to 7:00 PM (see also table below).

Pursuant to 6NYCRR Part 664, once the announcement of a proposed amendment has been made, no activity subject to regulation under the Freshwater Wetlands Act may be initiated without a permit from NYSDEC within the area that is the subject of the proposed amendment (including the 100 foot wetland adjacent area) until the Commissioner has either amended the map or denied the amendment.

Notice of Availability: DEC Region 4 Quarterly Reports of Administrative Use of Motor Vehicles and Aircraft in the Forest Preserve.

In compliance with DEC Commissioner Policy-17, the activity logs documenting the administrative use of motor vehicles and aircraft within the Forest Preserve in DEC Region 4, Greene and Delaware counties, for the time period, January 1, 2001 through March 31, 2001, are available for review. Negative Declaration

Schenectady County - The Town of Niskayuna Planning Board, as lead agency, has determined that the proposed Mohawk Commons will not have a significant adverse environmental impact. The action involves the demolition and removal of the existing Mohawk Mall and the construction of a new approximately 540,000 sq. ft. shopping center. The project is located on Balltown Road, Town of Niskayuna.

Schenectady County - The Town of Niskayuna Planning Board, as lead agency, has determined that the proposed 1759 Union Street - Office Expansion will not have a significant adverse environmental impact. The action involves the use of the first floor of an existing building for professional and general office use. The project is located at 1759 Union Street, Town of Niskayuna.

Schenectady County - The Town of Niskayuna Planning Board, as lead agency, has determined that the proposed Schenectady International will not have a significant adverse environmental impact. The action involves a 76,905 sq. ft. office expansion, 6,440 sq. ft. laboratory expansion and parking lot. The project is located at 2750 Balltown Road, Town of Niskayuna.

Draft Conditioned Negative Declaration

Rensselaer County - The Rensselaer City Planning Commission, as lead agency, has determined that the proposed David Little Marketing Building Parking Lot will not have a significant adverse environmental impact provided specific conditions are a met. There will be a 30 day public comment commencing with the date of this notice. The action involves the construction of 186 parking spaces on a site adjacent to 130,000 sq. ft. office building under rehabilitation. The property is located adjacent to an R2- Two-family Residential Neighborhood. The project is located at 2 Green Street, Rensselaer.

Positive Declaration and Public Scoping Session

Rensselaer County - The Rensselaer City Planning Commission, as lead agency, has determined that the proposed St. Anthony on the Hudson Intergenerational Community may have a significant adverse environmental impact and a draft EIS must be prepared. A Public Scoping Session will be held on April 18, 2001 at 7:00 p.m. at Rensselaer City Hall Conference Room, 505 Broadway, Rensselaer, NY. The action involves the rezoning of 30.5 acres of a (R1) Single Family Residential Zoning District for the development of a 180 unit intergenerational community, consisting of apartments, cottages and assisted living facilities. The project is located at 517 Washington Avenue, Rensselaer.

Notice of Acceptance of Draft EIS and Public Hearing

Columbia County - The Village Board of Valatie, as lead agency, has accepted a draft EIS on the proposed Rezoning of Valatie Plaza. A Public Hearing on the draft EIS will be held on April 30, 2001 at 7:00 p.m. at the Village Hall, 3053 Main Street, Valatie, NY. Public comment periods is until May 14, 2001. The action involves the rezoning of rear portion of a split lot from R1 to B2 Business creating approximately 62,150 sq. ft. of B2 Business area. The project is located at 1048 Route 9, Valatie, NY.
