Public Scoping Session

Orange County - The Town of New Windsor Planning Board, as lead agency, has received a Draft Scoping Document submitted by Martin's Foods of So. Burlington, Inc. for construction of a 55,200 s.f. Hannaford Food & Drug Store to be located generally near and around the intersection of New York State Routes 32 and 94 in the Town of New Windsor, Orange County, New York. Copies of the Draft Scoping Document may be obtained from the Planning Board Secretary. The Planning Board will conduct a public scoping session on the Draft Scoping Document on April 25, 2001 at 7:30 p.m. at the Town Hall, 555 Union Avenue, New Windsor, New York, at which time all persons interested in commenting on the Draft Scoping Document shall be heard.

Public Notice

Regions 3 and 4 - Notice is hereby given pursuant to Article 24 (Freshwater Wetlands Act) of the New York State Environmental Conservation Law and the Freshwater Wetlands Mapping and Classification Regulations (6 NYCRR Part 664) that the New York State Department of Environmental Conservation (NYSDEC) proposes amendments to the Article 24 Freshwater Wetlands Maps for the West of Hudson portion of the New York City watershed which includes portions of Delaware, Schoharie, Greene, Ulster and Sullivan counties. This amendment is to add wetlands 12.4 acres or greater in size that are not already identified Article 24 Freshwater Wetlands maps for the West of Hudson portion of the New York City watershed.

Maps showing the proposed revisions are available at the clerks’ offices in the county, town, city and village where the changes are taking place, as well as at DEC Region 3 Headquarters, 21 South Putt Corners, New Paltz, New York 12561-1696 and DEC Region 4 Stamford Sub-Office, Route 10, Stamford, New York 12167. You may submit comments on the accuracy of the proposed amendment in writing to the person listed below through June 22, 2001.

Two public hearings are scheduled for this Article 24 map amendment. The first hearing is scheduled for May 10, 2001 at the Delaware County Office Building, 111 Main Street, Delhi, New York from 7:00 PM to 9:30 PM. This public hearing will be held for those amendments occurring in Delaware County. A second public hearing is scheduled for May 11, 2001 at Hunter Town Hall, State Route 23A, Tannersville, New York from 7:00 PM to 9:30 PM. This public hearing will be held for those amendments occurring in Schoharie, Greene, Ulster and Sullivan Counties. Two informational meetings are also scheduled for the same day and location as the public hearings. The informational meetings are scheduled from 5:00 PM to 7:00 PM (see also table below).

Pursuant to 6NYCRR Part 664, once the announcement of a proposed amendment has been made, no activity subject to regulation under the Freshwater Wetlands Act may be initiated without a permit from NYSDEC within the area that is the subject of the proposed amendment (including the 100 foot wetland adjacent area) until the Commissioner has either amended the map or denied the amendment.

Negative Declaration

Orange County - The Warwick Zoning Board of Appeals, as lead agency, has determined that the proposed application by Donna and Joe Bars/Tinsman, LLC will not have a significant adverse environmental impact. The action involves a variance of the Town of Warwick Development Approval Moratorium to allow the applicant to proceed to the Town Board for the development approvals required for use of the premises as an equipment rental business. The project is located on Route 94 S, in the Town of Warwick.

Orange County - The Warwick Zoning Board of Appeals, as lead agency, has determined that the proposed application by Robert and Judy Veltidi will not have a significant adverse environmental impact. The action involves a variance of the Town of Warwick Development Approval Moratorium to allow the applicant to proceed to the Town Board for the issuance of a building permit for a single family dwelling on approximately .58 acres. The project is located at Grandview Lane, in the Town of Warwick.

Orange County - The Warwick Zoning Board of Appeals, as lead agency, has determined that the proposed application by Robert Knebel General Contractor Inc. will not have a significant adverse environmental impact. The action involves a variance of the Town of Warwick Development Approval Moratorium to allow the applicant to proceed to the Town Board for the development approvals required for a 7 lot subdivision. The project is located on the north side of Kings Highway in the Town of Warwick.

Orange County - The Board of Trustees of the Village of Highland Falls, as lead agency, has determined that the proposed Mountain Avenue Water Transmission Main will not have a significant adverse environmental impact. The action involves the construction of a 16-inch diameter water transmission main between its existing water treatment facility and two existing water storage tanks. The project is located on Mountain Avenue, Village of Highland Falls.
