Public Meeting

Manhattan - The Metropolitan Transportation Authority/New York City Transit is commencing work on a Supplementary Draft Environmental Impact Statement for the Manhattan East Side Alternatives (Second Avenue Subway) Study. The Public Meeting to discuss the project is scheduled for: thursday, April 19, 2001 at 6:00 p.m. to 8:00 p.m. at MTA Headquarters, Fifth Floor Board Room.

Notice of Continuation of Public Hearing on the Draft EIS

Queens County - The City Planning Commission, as lead agency, will hold a continuance of the public hearing on the proposed Long Island City Zoning Changes and Related Actions. The public hearing on the DEIS will be continued on Wednesday, April 25, 2001 at 10 AM at City Hall, 2nd floor public hearing room. Comments are requested on the DEIS and will be accepted until ten days after the close of the public hearing. The New York City Department of City Planning (DCP) proposes zoning text and map amendments in Long Island City, Community Districts 1 and 2. These actions are intended to support the City’s efforts to establish a new Central Business District (CBD) in Long Island City and strengthen the mixed use character of the area by stimulating new commercial and residential development. Specifically, DCP proposes zoning map and text amendments and other related actions for 39 blocks generally located between 23rd Street, 43rd Avenue, 21st Street, the center line of the Queens Borough Bridge approach, 23rd Street, 41st Avenue, 40th Road, Northern Boulevard, 41st Avenue, the Sunnyside Yard, Crane Street, and Jackson Avenue.

Queens County - The New York City Planning Commission as lead agency, will hold an additional public hearing in connection with ULURP application C010199ZMY proposed Unified Bulk Program and Related Zoning Map and Text Amendments on April 25, 2001 at 10:00 a.m. at City Hall, 2nd floor public hearing room. Comments are requested on the DEIS and will be accepted by the contact person until ten days after the close of the public hearing. The DEIS analyzes a proposal by the Department of City Planning for three interrelated zoning actions: 1) the Unified Bulk Program, a citywide zoning text amendment intended to simplify, rationalize and improve controls on the height and massing of development, 2) the Lexington Avenue Rezoning, which would rezone several blocks along Lexington Avenue between East 54th Street and East 57th Street in Manhattan Community Districts 5 and 6 from C5-2A to C5-2.5(MiD) and extend the Special Midtown District to include this area, and 3) zoning map and text amendments to create a new special district in the central business district of Downtown Brooklyn and rezone selected areas within and adjacent to the proposed special district. These amendments to the text and maps of the Zoning Resolution would require approval of the City Planning Commission and the City Council. The DEIS treats each of these three elements separately, as well as considering any combined effects.

Notice of a Date Change for Public Hearing on the Draft Scope

Richmond County - Proposed South Richmond Watershed Drainage Plans, CEQR No. 01DEP004R

This notice is to inform all concerned that a public scoping meeting to receive comments on a Draft Scope of Work for the preparation of a Draft Environmental Impact Statement (DEIS) will be held on Thursday, May 10th, at the offices of Community Board No. 3, 655-218 Rossville Avenue, Staten Island, New York, 10309. The meeting will commence at 7:30 PM. The purpose of the meeting is to take comments from the public on the Draft Scope of Work for the proposed South Richmond Watershed Drainage Plans. The full notice is listed in the March 28, 2001 notice of the ENB. Written comments will be accepted for ten (10) calendar days following the date of this scoping meeting.

Capacity: 1,125 tons per day of putrescible solid waste; 810 tons per day commingled recyclables; and 1,875 tons per day of construction and demolition debris
Proposed Action: Modification of permit to (1) operate on Sundays following holidays and extreme weather events and (2) convert 375 tons of the facility’s construction and demolition debris capacity to 375 tons of putrescible solid waste capacity.

Proposed Action: Renew permit, reconfigure facility, construct new bulkhead, and replace existing bulkhead. The only modification of the facility’s waste stream is the deletion of the facility’s putrescible solid waste capacity.

Notice of Acceptance of Final EIS

Kings County - The New York City School Construction Authority, as lead agency, has accepted a Final EIS on the proposed Public School/Intermediate School 395 - Brooklyn. The action involves the site selection, acquisition, acceptance of construction funding, and construction of a new approximately 1,100 seat facility serving pre-kindergarten through eighth grade students of Community School District 22. This facility, which would be known as P.S./I.S. 395, would be located on the block bounded by Farragut Road to the north, Glenwood Road to the south, East 45th Street to the west and East 46th Street to the east in the East Flatbush section of Brooklyn.
