Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application for the applicant's existing flexographic facility located at 355 Lawson Blvd, Oceanside, Town of Hempstead, Nassau County, NY. The facility is engaged in the flexographic printing operation. Regulated processes to be authorized under this permit consist of two printing presses using solvent based inks and one catalytic oxidizer. The printing operations are subject to 6NYCRR Part 234 regulation. The permit will cap the emissions of Volatile Organic Components (VOC) and Hazardous Air Pollutants (HAP) below 25 tons per year which is calculated on a 12 month rolling average basis. Therefore, the facility will be excluded from the Title V facility permitting requirements under the Clean Air Amendments of 1990 and 6NYCRR Part 201. This emissions limits will be enforced by restrictions of ink/solvent usage and by operating the incinerator at a minimum 60% overall control efficiency. The Department has prepared Federally enforceable draft permit conditions that limit emissions and require record keeping to document compliance. The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. |
