The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application for the applicant's existing flexographic facility located at 355 Lawson Blvd, Oceanside, Town of Hempstead, Nassau County, NY. The facility is engaged in the flexographic printing operation. Regulated processes to be authorized under this permit consist of two printing presses using solvent based inks and one catalytic oxidizer. The printing operations are subject to 6NYCRR Part 234 regulation. The permit will cap the emissions of Volatile Organic Components (VOC) and Hazardous Air Pollutants (HAP) below 25 tons per year which is calculated on a 12 month rolling average basis. Therefore, the facility will be excluded from the Title V facility permitting requirements under the Clean Air Amendments of 1990 and 6NYCRR Part 201. This emissions limits will be enforced by restrictions of ink/solvent usage and by operating the incinerator at a minimum 60% overall control efficiency. The Department has prepared Federally enforceable draft permit conditions that limit emissions and require record keeping to document compliance. The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments.

The applicant proposes to install a new public supply well to a depth of approximately 600 feet with a pump capacity of 1300 gallons per minute. The well is to be used for public water supply purposes and will be connected to the existing distribution system. The project is located at the Laurel Hill Road Well Field, north side of Laurel Hill Road, 460 feet west of Elwood Road, Greenlawn, Town of Huntington, Suffolk County.

The applicant proposes to eliminate an existing 14 foot by 22 foot boat slip by constructing 14 feet of new bulkhead across the entrance of the slip and placing 80 cubic yards of clean upland fill within the slip. The existing 46 feet of bulkhead will be replaced 18 inches higher and a 10 foot by 60 foot area will be dredged to 4 feet below apparent low water resulting in 25 cubic yards of dredged material which will be used as backfill. The project is located at 45 Newpoint Place, Village of Amityville, Babylon Town, SCTM #101-12-6-58.

Applicant proposes to construct a single family dwelling, septic system and driveway within 42 feet of NYSDEC regulated freshwater wetland # H-16. The project is located on East 17th Street, Huntington Station, Suffolk County.

The applicant proposes to reconstruct 54 linear feet of existing bulkhead within 18" utilizing "navy" style bulkhead, fill an existing 480 square foot boat slip with 150 cubic yards of clean upland fill, remove existing 64.5 linear feet of slip bulkhead and transport to approved upland disposal facility, construct new 25 linear foot "navy" style bulkhead across mouth of filled slip and relocate and reconstruct an existing boat lift to the north side of the existing float adjacent to the area of the new bulkhead and former boat slip location. The property is located at 159 Secatogue Lane West, SCTM# 500-482-4-9, West Islip, Islip Town, Suffolk County, Great South Bay.

The applicant proposes to subdivide a 9.6 acre parcel located on Robertson Drive in the Incorporated Village of North Haven (SCTM No. 901-4-1-32). The property is bounded by Robertson Drive on the west and Noyack Bay on the east. Two new parcels would be created, the larger measuring approximately 5.5 acres and the smaller approximately 4.1 acres. No construction or other disturbance is proposed under this application.
