Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve an application to reactivate Boiler 100 at the Hudson Avenue Generating Station, located at 1-11 Hudson Avenue, Brooklyn, NY. The facility is owned by Consolidated Edison Co. of NY, Inc. (Con Ed). Boiler 100 is rated at 1,956 MMBtu/hour and is capable of burning residual oil and natural gas. Boiler 100 was retired on August 31, 1997. As a result of the retirement of Boiler 100, Emission Reduction Credits (ERCs) were established for nitrogen oxides (NOx), carbon monoxide (CO), and volatile organic compounds (VOCs) in accordance with 6 NYCRR 231-2 (Subpart 231-2).

In order to net out of the requirements of 40 CFR 52.21 (Prevention of Significant Deterioration), Con Ed would accept a cap on the total heat input to Boiler 100 of 6,000,000 MMBTU/year. As a result of accepting this cap, Con Ed would limit the SO2 emissions from Boiler 100 to less than 40 tons more than the average annual SO2 emissions during calendar years 1995 and 1996. Specifically, the SO2 emissions from Boiler 100 would be limited to 918 tons/year.

In addition, Con Ed is using ERCs for NOx (825 tons/year) and CO (101 tons/year) from the prior shutdown of the boiler to net out of the Subpart 231-2 requirements for the reactivation. NOx emissions would be capped at 825 tons/year; CO emissions would be capped at 101 tons/year; and, VOC emissions would be capped at 15.33 tons/year. These three caps are based upon a maximum annual heat input of 6,000,000 MMBTU.

The application, draft permit, relevant supporting material and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than May 4 2001.
