Negative Declaration

Dutchess County The Town of Beekman Town Board, as lead agency, has previously determined that the proposed wastewater collection and treatment improvements for the Dover Ridge Sewer District of the Town of Beekman will not have a significant adverse environmental impact. This determination of non-significance was issued December 1, 1998, and is published here in compliance with Federal requirements. The action involves the proposed modification and improvement of the existing wastewater collection and treatment system serving Dover Ridge Sewer District, including construction of a pumping station and force main and replacement of the existing treatment system.

Westchester County - The Town of Somers Town Board, as lead agency, has determined that the proposed Van Tassell Park Development (Revised) will not have a significant adverse environmental impact. The action involves the development of a 20.42 acre site for active park purposes, by expanding the existing recreational/municipal police center, to add the following components: a baseball field, one soccer field, and an existing storage barn renovated for the purpose of creating a restroom/storage facility. The project is located on the northeast and southeast corners of Route 139 and Sunderland Lande, Town of Somers.

The action involves revisions to Town Code Chapter 195; Zoning Ordinance. The action involves entire Town of Wawayanda.

Orange County - The Town of Montgomery Planning Board, as lead agency, has determined that the proposed American Freightways Truck Terminal may have a significant adverse environmental impact and a draft EIS must be prepared. The action involves a request for special exception use permit and site plan approval for a phased development of a truck terminal facility for American Freightways, a less-than-truckload common carrier. The site is a vacant 43-acre area on the north side of Neelytown Road (CR 99) in the Interchange Development district in the Town of Montgomery. The site development is proposed in three phases, the first phase of which includes grading of virtually the entire site and construction of a 101-door truck terminal and accessory parking facilities. Stormwater management for the entire site would be constructed as part of Phase I. Phase II would incorporate a 98-door addition to the facility. The site is proposed to be connected to the municipal water supply and wastewater treatment facilities, which may involve the need for an extension to either the existing water or sewer district or both. The project is located on the north side of Neelytown Road (County Route 99), Town of Montgomery.

Positive Declaration and Public Scoping Session

Westchester County - The White Plains Common Council, as lead agency, has determined that the proposed Special Permit Amendment - Hospital Use Buildings may have a significant adverse environmental impact and a draft EIS must be prepared. A public scoping session will be held on April 2, 2001 at 8:00 p.m. at White Plains Common Council Chambers, Second Floor, 255 Main Street, White Plains, New York 10601. The project involves the construction of two 192,000 square foot buildings (for a total of 384,000 square feet) on approximately 19 acres of the 214 acre New York-Presbyterian Hospital (NYPH) Westchester Division campus. The project is outside the boundaries of the New York Presbyterian Hospital Historic District, listed on the State Register of Historic Places. The proposed buildings will contain the relocated research functions of the E.W. Bourne Behavioral Research Laboratory, other related medical research activities and the proposed new Center for Advanced Proton Therapeutics. The associated improvements with the project include construction of two five-level parking garages with a total of approximately 851 new spaces, roadways, storm water detention basins, utilities, final grading and landscaping. Construction disturbance for the Project may impact streams, wetland, steep slope and wooded areas. The project is generally bounded by Bloomingdale Road, Mamaroneck Avenue, Bryant Avenue, The United Methodist Church, St. Agnes Hospital, North Street (N. Y. State Route 127) and the access ramps to the Cross Westchester Expressway (I-287), City of White Plains.

Notice of Acceptance of Final EIS

Dutchess County - The Town of Red Hook Planning Board, as lead agency, has accepted a final EIS on the proposed Hannaford Supermarket, NYS Route 9. The action involves the construction of an approximately 47,700 sq. ft. Hannaford Supermarket including site improvements. The project is located on the east side of NYS Route 9 south of the Village of Red Hook in the Town of Red Hook.

Orange County - The Town of Monore Planning Board, as lead agency, has accepted a final EIS on the proposed Orchard Hill Farms Section II. The action involves the development of a 44-lot residential subdivision for the construction of single-family dwellings on a combined 142.6 acre Project Site in the RR-1.0 Rural Residential District. The project is located on the east side of Orange County Route 71 (Harriman Heights Road) to Orchard Hill Road, and extending east of Orchard Hill Road to the Lands of Palisades Interstate Park Commission, in the Town of Monroe.

Westchester County - The Village of Hastings-on-Hudson Planning Board, as lead agency, has accepted a final EIS on proposed Andrus Retirement Community. The proposed development consists of the expansion of the existing facility (which contains 247 units in one building) to 273 units including 201 independent units and 72 beds in a skilled nursing facility in seven buildings, the demolition and clearance of the existing staff apartment building, and the construction of off-street parking areas, access roads, stormwater management facilities, the placement of landscaping and other related site modifications. The proposed action consists of: zoning amendments which would allow a lawfully existing senior use to be changed and expanded to a continuing senior care facility in certain zoning districts subject to the satisfaction of specific criteria and upon the issuance of special permit approval by the Planning Board; other related zoning amendments; site plan and special use permit approvals by the Planning Board; and, other required development approvals. The project is located at 185 Old Broadway, Hastings-on-Hudson.
