Project Description: In response to an application submitted by Corning Inc, the Department has prepared a Draft Title V Facility Permit for existing processes at Corning's Erwin Manufacturing Complex, located on Addison - South Hamilton Road in the Town of Erwin. The facility manufactures ceramic filter substrates for catalytic emission control units for gasoline and diesel engines. The Corning Erwin Manufacturing Complex meets the definition of a Major Source in 6 NYCRR Part 201-2.1(b)(21), and is required to obtain a Title V Facility Permit as specified in 6 NYCRR Part 201-6, due to potential emissions of particulates smaller than 10 microns (PM-10) in excess of 100 tons per year, total particulates in excess of 100 tons per year, and volatile organic compounds (VOC) in excess of 50 tons per year. Emission Units include: U-00001, venting a recently constructed automotive ceramic filter production line, and an older recently modified automotive ceramic filter production line; U-00002, venting existing diesel ceramic filter production operations; U-00003, venting ceramic filter resin coating, plating, and stripping operations; U-00004, venting older automotive ceramic production operations not included in Emission Unit U-00001; and U-00005, venting processes which may alternate between exempt research and development, and non-exempt production operations. The Draft Title V Facility Permit includes previously existing emission caps, established to authorize additions and modifications to Emission Unit U-00001, while limiting the resulting emission increases from that Unit to below Part 231 and 40 CFR Part 52.21 thresholds. The following apply to Emission Unit U-00001 only, not the entire facility, and were first part of a permit issued September 24, 1999: A cap on VOC emissions of 61.2 tons per year, to remain below the significant increase threshold of 40 tons per year listed in 6 NYCRR Part 231 New Source Review in Ozone Transport Regions; A cap on NOx emissions of 79.89 tons per year, to remain below the significant increase threshold of 40 tons per year also listed in 6 NYCRR Part 231; A cap on PM-10 emissions of 24.34 tons per year, to remain below the significant increase threshold of 15 tons per year listed in 40 CFR Part 52.21 Prevention of Significant Deterioration; and A cap on total particulate emissions of 34.34 tons per year, to remain below the significant increase threshold of 25 tons per year also listed in 40 CFR Part 52.21. The application and Draft Title V Facility Permit are available for review at the Region 8 NYSDEC office. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201.6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will have an additional 45 day period for review of the Proposed Title V Facility Permit, which is the Draft Permit with any modifications after public comment and/or hearing. If EPA does not raise an objection the Department may then issue the Title V Facility Permit. |

Project Description: The applicant has requested a modification to their wastewater discharge permit related to the expansion of Sullivan Park. The industrial wastewater discharge from outfall 001 , flowing to the Cohocton River, and outfall 003 and 004 flowing to the Tioga River has been eliminated although these discharge points will remain as stormwater discharge points. Outfalls 005,006,007 and 008 discharging stormwater flowing to a tributary of the Tioga River have been added to the permit. Outfall 007 includes loading dock areas. Replacement industrial wastewater outfall 002 involves a new 6000 foot pipe of 24 inch diameter at theCohocton River discharge point . Acetone and fluoride monitoring have been added. The previous toxicity testing has been removed from the permit. Action limits for manganese and magnesium have been removed. A draft permit is available for review.
