Project Description: The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at the Deferiet Paper Company, 400 Anderson Avenue, Deferiet, New York 13628. The facility is a pulp and paper mill which converts softwood logs into wood pulp and paper through a variety of process operations. The mill includes wood yard operations, ground wood pulping and pulp bleaching operations, five paper machines including two with on-line coating, coating, purchasing pulp, and other material preparation activities, two coal-fired boilers, one package oil/natural gas-fired boiler, and other support activities. The emissions associated with the above referenced units are: VOC's, sulfur dioxide, styrene, propionaldehyde, PM, NOx, methyisothocyanate methyl ethyl ketone, methyl chloride, methylamine, methyl alcohol, lead, hydrogen sulfide, hydrogen fluoride, hydrogen chloride, formaldehyde, ehtylbenzene, ethanol, carbon monoxide, 1,2-dimethylbenzene, acetaldehyde, 1,3-butadiene, 1,3-dimethylbenzene, 1,2-ethanediol, 1,2,4-trichlovobenzene, and 1,1-biphenyl. This permit includes federally enforceable conditions to "cap" VOC emissions below applicable threshold level set forth in 6 NYCRR Part 212. In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the public comment period, the USEPA will be provided a proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Title V Facility permit are available in the Region 6 NYS DEC office in Watertown, New York. |
