This Department has made a tentative determination to approve this application for the discharge of 2500 gallons per day (gpd) of treated sewage from the proposed septic tank and sand filter system. Disinfection is to be accomplished by ultra violet treatment with discharge through a 550' long 3" diameter outfall line to Henderson Harbor, Lake Ontario - Class "A" waters. The project is located at 8397 Cornell Road, Henderson (T), Jefferson County.

The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at the Deferiet Paper Company, 400 Anderson Avenue, Deferiet, New York 13628.

The facility is a pulp and paper mill which converts softwood logs into wood pulp and paper through a variety of process operations. The mill includes wood yard operations, ground wood pulping and pulp bleaching operations, five paper machines including two with on-line coating, coating, purchasing pulp, and other material preparation activities, two coal-fired boilers, one package oil/natural gas-fired boiler, and other support activities. The emissions associated with the above referenced units are: VOC's, sulfur dioxide, styrene, propionaldehyde, PM, NOx, methyisothocyanate methyl ethyl ketone, methyl chloride, methylamine, methyl alcohol, lead, hydrogen sulfide, hydrogen fluoride, hydrogen chloride, formaldehyde, ehtylbenzene, ethanol, carbon monoxide, 1,2-dimethylbenzene, acetaldehyde, 1,3-butadiene, 1,3-dimethylbenzene, 1,2-ethanediol, 1,2,4-trichlovobenzene, and 1,1-biphenyl.

This permit includes federally enforceable conditions to "cap" VOC emissions below applicable threshold level set forth in 6 NYCRR Part 212.

In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the public comment period, the USEPA will be provided a proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Title V Facility permit are available in the Region 6 NYS DEC office in Watertown, New York.

The applicant proposes to mine 2.5 acres of sand and gravel from a 2.5 acre life of mine site on a 161.4 acre parcel owned by Miriam Gordon, 1160 3rd Avenue, Apt. 4-K, New York, NY 10021. The site is located approximately 2800' southwesterly of Ruddy Road on NYS Route 310, approximately 2.5 miles northeast of the Village of Madrid. Material will be used in the reconstruction of NYS Route 310.

This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Rooseveltown Road, Massena, New York which manufactures automobile parts for emission units GMFAC, GMCAST, GMMELT AND GMMOLD. Emission source PWR01 (a boiler firing #2 oil) and emission point EP00113 was added along with the proper regulations covering the source. An additional cap of 99.8 tons of SO2 was added. Emission point 00084 was added.

This permit includes federally enforceable conditions to limit considered to "cap" emissions below the applicable threshold level set forth in 6NYCRR Part 201. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air Title V permit, at the facility located at NYS Route 37 East, Massena, NY which is a secondary aluminum die caster of auto parts for units GMFAC, GMCAST, GMMELT, and GMMOLD. This permit includes federally enforceable conditions to limit considered to "cap" emissions below the applicable threshold level set forth in 6NYCRR Part 201. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

The facility emits above Title V thresholds for Particulate Matter (PM), Volatile organic Compounds (VOC's), Carbon Monoxide (CO), Styrene, and Hazardous Air Pollutants (HAP's).
