The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 5,800 gallons per day of treated sanitary waste to the Fly Creek Tributary.

The applicant proposes the permitting of an existing 7 acre bluestone quarry on a 118 acre parcel of land. Blasting will occur on site. Project is located at 369 Wilcox Road, Town of Oxford, Chenango County.

Applicant proposes to place fill material over 0.15 acres of adjacent area of state designated freshwater wetland (OE-4) for the purposes of building a new 900' access road for area homeowners to have improved roadway safety. The permit application is available for review in the NYSDEC Syracuse Office.

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments, and has made a tentative determination to approve this permit for the existing Interface Solutions, Inc. production facility located at 2885 State Route 481, Fulton, NY. This facility has two paper making machines which produce gasket and floor backing materials. This permit also includes a limitation on VOC emissions for an in-line coating process making the project PSD (Prevention of Significant Deterioration) non-applicable.

The draft permit and application are available for public review at the Region 7 Syracuse Office. In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the US Environmental Protection Agency has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
