Project Description: The NYSDEC has prepared a Draft SPDES permit (NY-0033154) and has made a tentative determination to approve an application by the New York State Department of Correctional Services to upgrade the wastewater treatment plant at their Otisville Correctional Facility. They propose to increase the design flow of the existing treatment plant from 150,000 gallons per day to 250,000 gallons per day as required by a Consent Order with NYSDEC. The upgrade will take about a year to be completed and will involve the construction of two new 30-foot diameter secondary clarifiers, an enclosed rapid sand filter system and various other improvements, located inside or adjacent to the existing wastewater treatment plant. The treated effluent will continue to be discharged to a ditch (Class D) that is tributary to the Shawangunk Kill, but the SPDES permit will require stricter effluent limits after the improvements are completed. The purpose of this expansion is to allow the plant to adequately treat the current wastewater flows generated by the existing prison, which sometimes exceeds the capacity of the existing plant. The facility is located on Sanitorium Road in the Town of Mt. Hope, Orange County, New York. A copy of the draft permit is available from the contact person listed at the end of this Notice. |
