Project Description:

This notice establishes a 30-day public comment period for the proposed permit modification of the Hudson Avenue Boiler 100 shutdown, for which an Emission Reduction Credit (ERC) notice was published in the ENB on 07/05/00. There is no change to the technical information which was the basis of DEC's previous notice. Con Edison submitted an application to establish Emission Reduction Credits (ERCs) at its Hudson Avenue Generating Station which is located in Brooklyn at 1-11 Hudson Avenue. The application reflects retirement of Boiler 100 at the facility and is an air contamination source subject to 6NYCRR Part 201. The site is a nonattainment area for ozone and CO. This emission source is a high pressure steam boiler rated at 1,380,000 lb/hr steam output. The steam from this boiler formerly powered steam turbine No. 10 rated at 48 Megawatts, now also retired. The boiler was permitted under pre-1996 Part 201 to combust either low-sulfur residual oil or natural gas or both fuels in combination. For ERC calculation the applicant has chosen two consecutive annual periods ending December 31, 1993 that were representative of normal operation of this source and can be accepted as the baseline period. The gross emission reductions for each emission reduction contaminant are as follows: VOC=20.5 TPY; NOx=1,230.5 TPY; CO=143.5 TPY. The department recommends the approval of the permit modification and the ERC application. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Apr 20 2001.
