Project Description: Collamer Business Park is a proposed development of manufacturing/office park facilities on a 200 ± acres parcel of land. NYSDEC regulated wetlands total 40.57 acres with an additional 90.43 acres of adjacent area. Wetland fill of 0.16 acre is being proposed for the initial construction of a 117, 200 square foot structure, associated parking, two detention ponds and required access roads.. The project site is located at the south east corner of the intersection of Interstate Route 481 and Collamer Road north of the New York State Thruway (Route 90) Exit 34A in the Town of DeWitt, County of Onondaga. |

Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments, and has made a tentative determination to approve the application for an existing facility, Fulton Cogeneration Facility, located at 662 South 7th Street, Fulton, NY 13069. The Fulton Cogeneration Facility consists of one GE LM5000 gas turbine firing primarily natural gas with distillate oil backup, a supplementary natural gas fired Heat Recovery Steam Generator and two gas/oil fired auxiliary steam boilers. Facility operations and permit limits will not change as a result of the Title V permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The application and draft permit are available for review at the Region 7 Syracuse Office. Written public comments on the draft permit must be postmarked within 30 days of the date of this notice.
