Project Description: Alcoa, Inc., located in Massena, New York, St. Lawrence County, is proposing to accept permit conditions which limit emissions of Particulate Matter (PM) from all existing aluminum melting and holding furnaces and all in-line fluxing units at its Massena Operations. The proposed PM limits will meet the requirements of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Secondary Aluminum Production Facilities contained in 40 CFR Part 63 subpart RRR. Alcoa will be meeting the proposed limits, in advance of the regulatory compliance date of March 24, 2003, in lieu of meeting the State PM emission limits contained in 6 NYCRR Part 212. The permit conditions will require Alcoa to test for emission levels of PM from the subject sources, monitor production and process parameters, and maintain records to demonstrate compliance with the PM emission limits contained in the permit. A draft permit for this project is available for inspection at the DEC Region 6 office located at 317 Washington Street, Watertown, NY 13601. |
