Project Description: The permittee has requested a modification to the permit for this facility that will allow the use of the N-Viro Process for a one year period to evaluate its suitability as a long term back-up to the existing composting systems. The N-Viro Process utilizes alkaline by-products to provide disinfection of the sludge and long term biosolid stability. Use of this alternative stabilization process may create new markets for stabilized sludge material produced through this process. The N-Viro Process will be located within the existing Curing and Screening Building with the exception of two temporary storage silos for the alkaline reagents used in the process which will be located adjacent to this building. The permittee also requests an increase to the overall permitted capacity of the facility from 28 dry tons per day (dtpd) to 41 dtpd or 205 wet tons per day, whichever is greater. An economy of scale can be realized through this additional capacity that will result in lower operating expenses. |
