Project description: The action involves the reconstruction of a 5.0± mile section of NYS Route 149 in two phases beginning at the intersection of Routes 149 and 9N and terminating at the Warren Washington County Line. Phase I involves the reconstruction of a 2.67 mile section of the highway that is located outside the Adirondack Park and Phase II involves the reconstruction of 2.33± miles of highway within the Adirondack Park. Phase II of the project will involve construction in and disturbance to approximately 0.4 acres of wetland. As such, the instant project also involves the construction of a 2.8 acre wetland mitigation area (2.4 acres to be constructed in Phase I and 0.4 acres in Phase II) to be located in the Adirondack Park.

Project Name: North Warren Chamber of Commerce

Location: NYS Route 8, Town of Chester, Warren County

Project description: The proposed project involves the replacement of an existing public building (i.e., a 14 ft. x 22 ft. log cabin/tourist information center) with a new larger log cabin. The existing cabin was previously approved pursuant to Agency Permit 90-328. The existing cabin does not have any bathroom facilities. The proposed cabin will have bathroom facilities and an on-site wastewater treatment system. The project site is owned by the Town of Chester and includes the "Dynamite Hill Recreation Area."

Public Notice

Notice is hereby given pursuant to Article 24 (Freshwater Wetlands Act) of the New York State Environmental Conservation Law and the Freshwater Wetlands Mapping and Classification Regulations (6 NYCRR Part 664) that the New York State Department of Environmental Conservation (NYSDEC) proposes an amendment to Maps 28 and 29 of 31 of the Warren County Freshwater Wetlands Maps filed on November 19, 1984. This amendment is to delete a portion of wetland GF-19 adjoining Haviland Road in the Town of Queensbury, Warren County, outside the Adirondack Park.

Maps showing the proposed revisions are available at the clerks’ offices in Warren County and the Town of Queensbury where the change is taking place, as well as at the Region 5 Warrensburg Office at the address noted below.

You may submit comments on the accuracy of the proposed amendment in writing to the persons listed below through April 11, 2001.

Pursuant to 6NYCRR Part 664, once the announcement of a proposed amendment has been made, no activity subject to regulation under the Freshwater Wetlands Act may be initiated without a permit from NYSDEC within the area that is the subject of the proposed amendment (including the 100 foot wetland adjacent area) until the Commissioner has either amended the map or denied the amendment.

Notice of Acceptance of Draft EIS

Fulton County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed acquisition of land and addition/alterations to the Main School Building for the Oppenheim Ephratah Central School District, SED Project No.17-10-01-04-0-001-005. Comments are requested on the Draft EIS and will be accepted by the contact person until March 28, 2001. The action involves the purchase of 4.5 acres of land and 3,883 square feet of new additions. The project is located on State Highway 29 in the Town of St. Johnsville.

Notice of Acceptance of Draft EIS and Public Hearing

Warren County - The New York State Department of Environmental Conservation, as lead agency, has accepted a draft EIS on the proposed Scaroon Manor Public Campground Unit Management Plan. A public hearing on the draft EIS will be held on March 28, 2001 at 7:00 p.m. at the Town of Chester Municipal Center, 6307 Main Street, Chestertown, New York. The action involves the development of a unit management plan for DEC construction and operation of this classified intensive use area in keeping with the Adirondack Park State Land Master Plan. Management objectives include: construction of a 75 site campground/day-use area which will provide swimming, picnicking, hiking, and camping opportunities for the public. Beneficial effects of proposed actions include: compliance with state health codes, modernization of facilities, and maintenance of the environmental setting in harmony with the character of the Adirondack Park. The project is located on Route 9, Towns of Chester, Warren County and Schroon in Essex County.
