The Department has made a tentative determination to approve the application of Alstom Power Air Preheater Company a manufacturer of heat exchangers and air pollution control equipment, located at 3020 Truax Road. The facility's surface coating operations are regulated under Part 228. A volatile organic compound (VOC) Reasonable Available Control Technology (RACT) variance is now in place to allow the facility to use high temperature coatings which are not able to meet the Part 228 control requirement at this time. This requirement is for a maximum VOC content of 3.5 lbs. VOC per gallon coating as applied. By accepting a limit on VOC emissions of 45 tons per year (tpy), the company avoids the requirements of 6NYCRR Subpart 201-6 Title V Facility Permits which establish the major source threshold of 50 tpy specified in 6NYCRR 231-2. The application and draft air state facility permit are available for review during normal business hour at the regional office.
