Project Description: The Department has received a Title V application from the Owens Corning facility located at 1277 Feura Bush Rd, Town of Bethlehem, Albany County. The facility owner is Owens Corning located at One Owens Corning Parkway, Toledo, Ohio 43659. This facility is a manufacturer of wool fiberglass insulation and includes two glass furnaces and production lines controlled by electrostatic precipitators (ESPs) and other air pollution control equipment . The application and draft permit are available for review at the Region 4 office. The contact person is Nancy Adams. Comments will be received for 30 days from the date of this notice. If comments are received which raise significant issues or provide additional relevant information, the Department may modify the Draft Title V Facility Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Clean Air Act Amendments, and made a tentative determination to approve this permit for the applicant's existing landfill, located on New Loudon Road, in the Town of Colonie, Albany County. The facility is an existing landfill that includes two large utility flares to combust landfill gas. Emissions from the facility are controlled in accordance with multiple State (Parts 201, 227) and Federal regulations. The application and draft permit are available for public review at the Region 4 Office.
