Project Description:

The applicant proposes to take a supplementary source of water supply by the installation of an auxiliary well (Well No.3), having an installed pumping capacity of 500 gallons per minute for use in the existing distribution system, with a connection to the system with 1000 feet of new 6 inch ductile iron piping. This application is also to ratify all the water serves of the Village to Permissive Service Areas (PSA), outside the Village limits. One has been previously permitted, the others have not. They include the following (located in the Town of Moravia): Montville/Dresserville; Skinner Hill; Mount Pleasant Road; Rockefeller Road; South Main Street (one user: Fillmore Glen Park, permitted by DEC 9/24/40); Glenside Water District; and the Cayuga County Correctional Facility.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Moravia Village Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the existing Tuscarora, Inc. production facility, located at 67 Huntington St., Cortland, NY. This facility produces molded packaging materials from expandable polystyrene and related materials. This permit contains VOC RACT variance provisions related to compliance with 6NYCRR Part 212.10.

In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the US Environmental Protection Agency(USEPA) has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The application draft permit, relevant supporting materials and regulations are available for public review during normal business hours at the DEC Region 7 suboffice, 1285 Fisher Avenue, Cortland, NY. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments.

Project Description:

Sky High Farms proposes to land apply 1050 dry tons per year of lime stabilized wastewater treatment sludge from the Herkimer County Sewer District Wastewater Treatment Facility. The sludge will be applied on 260 acres of land out of 475 acres at this site. All applied nutrients will be utilized in the production of crops such as potatoes and onions. Sludge quality will be monitored and not exceeding solid waste regulations. Groundwater will be monitored at three monitoring wells on site as well as soil sampling on site to ensure that pollutants will not accumulate or impact groundwater. Odors and compost sludge storage area will be controlled. This sludge application facility is located 1 mile north of the New York State Thruway on Lakeport Road in the Town of Sullivan, Madison County.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
