Project Description: The Department has prepared a draft permit and has made a tentative determination to approve this application for an existing facility located at 807 Bank Street, Brooklyn, 11236. Glenmore Plastic Industries Inc. produces vinyl products such as shower curtains and table cloths. The facility is also a cogeneration facility which provides electricity for the production operations. The facilty also consists of three rotogravure presses which apply water-born inks on vinyl substrate to produce consumer products. The facility's potential to emit NOx emissions from the combustion units installed during 1997 exceeds 6 NYCRR Part 231-2 threshold and has therefore applied to be exempt from Part 231 by limiting NOx emissions to 23.5 tons per year during any consecutive 12-month period. The facility has applied to cap VOC emissions at 24 tons per year below the Part 231-2 thresholds; and is also capping out of 40 CFR Part 63 Subpart KK by limiting individual HAP below 10 tons per year and total HAP below 25 tons per year. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

Project Description: Astoria Energy LLC proposes to construct and operate a combined-cycle electric generating facility that will produce 1,000 megawatts (MW). The facility will use natural gas as its primary source of fuel with low sulfur distillate fuel oil serving as a backup for up to 720 hours annually. The facility will consist of two independent two-on-one combined cycle power blocks. Each power block will contain two General Electric Frame 7F series combustion turbines (CT), two heat recovery steam generators and one steam turbine. The facility will utilize air-cooled condensers to condense the steam turbine exhaust; there will be no water intake from the East River. When firing natural gas the facility will control nitrogen oxide (NOx) emissions by using dry low-NOx combustors and a selective catalytic reduction (SCR) system. When firing low distillate fuel oil, the facility will control NOX emissions by injecting water into the CT and using the SCR system. The facility stack will be 269 feet high. The project site is located at 17-10 Steinway Street, Astoria, Queens. The site is currently a fuel oil storage distribution terminal operated by Castle Astoria Terminals, Inc., and is zoned M3-1 Heavy Manufacturing under the New York City Zoning Resolution. The project site currently contains several large fuel oil tanks. Two existing storage tanks will be refurbished and used to store approximately 12.6 million gallons of backup low sulfur distillate fuel oil. The remaining tanks will be removed from the site prior to construction.
