Draft Negative Declaration

Broome County - The Town Board of the Town of Colesville, as lead agency, has determined that the proposed Local Law Amending the Land Use Local Law of the Town of Colesville will not have a significant adverse environmental impact. The action involves an application by the Town of Colesville for creation of a Mining District for the property situated at 2004 East Windsor Road, Town of Colesville. A Public Hearing on the Draft Negative Declaration will be held on April 5, 2001 at 7:35 p.m. at the Colesville Town Hall, 780 Welton Street, Harpursville, NY 13787 and the Public Comment Period ends on March 30, 2001. The project is located at 2004 East Windsor Road, Town of Colesville.

Negative Declaration

Onondaga County - The Town of Dewitt Planning Board, as lead agency, has determined that the proposed Anaren Phase 3 & 4 Expansion will not have a significant adverse environmental impact. The action involves phase 3 construction of a two-story 54,000 square foot addition to existing building, with extension of drive and parking areas required for both Phase 3 building expansion and future Phase 4 building. Phase 3 work would commence in the Spring 2001. Phase 3 will also include site work to install Phase 4 building pad, stormwater ponds, and wetland mitigation areas. Phase 4 is the construction of a one-story 60,000 square foot building located off of Fly Road. Phase 4 construction is anticipated to occur within 5-7 years. The project is located at Anaren Microwave, 6635 Kirkville Road, East Syracuse, NY 13057.

Onondaga County - The Town of Dewitt Planning Board, as lead agency, has determined that the proposed Topaz Office, LLC (Bank of New York Project) will not have a significant adverse environmental impact. The project involves the construction of a 90,000 sq. ft. office building on a 19-acre parcel in the Sanders Creek Development. The project is located on Kinne Street between New Venture Gear Drive and Franklin Park Drive in the Sanders Creek Corporate Subdivision, Town of Dewitt.

Onondaga County - The Onondaga County Legislature, as lead agency, has determined that the proposed Stage III Ammonia/Stage II Phosphorus Removal Project will not have a significant adverse environmental impact. The project involves the construction of certain wastewater treatment facilities at the Metropolitan Syracuse Wastewater Treatment Plant in Syracuse. In particular, the facilities will provide effluent treatment for removal of ammonia and phosphorus to meet limits established in the Amended Consent Judgment as required to meet Stage III ammonia limits and Stage II phosphorus limits. Additionally, the County will construct ultraviolet disinfection facilities as part of the project to meet new SPDES permit requirements for chlorine residual in the plant discharge effluent. The project is located at 650 Hiawatha Boulevard, Syracuse.

Recision of Positive Declaration and Issuance of Negative Declaration

Onondaga County - The State Education Department, as lead agency, has determined that the proposed additions and alterations to the Roxboro Road Elementary School in the North Syracuse Central School District, SED Project No. 42-03-03-06-0-008-016, will not have a significant adverse environmental impact. The action involves 25,825 square feet of new additions on existing property. The project is located at 200 Bernard Street, in the Town of Salina.

Notice of Acceptance of Draft EIS

Onondaga County - The Town of Dewitt Planning Board, as lead agency, has accepted a draft EIS on the proposed Hummell Estates Residential Subdivision. The action involves a residential development on 78 acres. The design employs reduced lot sizes "clustering" to create open space and preserve environmentally sensitive areas using provisions of Local Law #278. The project is located on the south side of NYS Route 173, between Jamesville and the Town of Onondaga and across from Clark Reservation, Town of Dewitt.

Notice of Acceptance of Draft Generic EIS

Broome County - The Town of Lisle Town Board, as lead agency, has accepted a draft generic EIS on the proposed Comprehensive Plan for the Town of Lisle. The action involves a comprehensive plan to preserve the rural character of the Town, protect the agricultural and environmental resources, improve the building permit law and address code enforcement issues and to guide economic development. The project is located in the Town of Lisle.
